Pool construction to deep-water testing — one controlled sequence
Excavation and shoring, formwork and falsework, scaffolding access, waterproofing, pool MEP and the 72-hour watertightness test. Every phase carries its own hold point, and the moment a shell or tank holds water above standing depth the site has created a temporary drowning hazard that a normal construction MSRA does not cover.

Build sequence
Eight phases, eight hold points
Each phase links to the training modules and platform records that already exist in your workspace, so the control is evidenced rather than described.
Fix the pool geometry, structural design, waterproofing system and test regime before any ground is opened. Appoint the Temporary Works Coordinator (TWC) and register every temporary works item — shoring, formwork, falsework, edge protection, access towers and the deep-water test barrier.

Pool excavations are commonly 1.5–3.5 m deep with services, adjacent villas or roads at the crest. Battering, shoring, soldier piling or trench boxes must follow the temporary works design, not site judgement.

Pool shells combine deep wall forms, kickers, blinding, water bars and construction joints. Formwork must be erected, loaded and struck strictly to the design sequence — pour rate and striking times are safety controls, not productivity choices.

- Premature striking of walls and slab soffits
- Impalement on starter bars and rebar cages
- Manual handling and crane-assisted panel movement

Once the shell is cast, most work happens inside a deep, hard-surfaced box. Access becomes a scaffolding problem: independent towers, stair access, working platforms at wall level and protected openings for skimmers, lights and pipework.
Key hazards
- Falls from height into the empty shell (a fall onto a hard base, not a fall to ground level)
- Incomplete or altered scaffolding, missing scafftags
- Ladders used as work platforms for rendering and tiling
- Dropped tools onto workers in the pool base
Controls
- Scaffolding erected, altered and dismantled only by a competent scaffolder under a scaffold handover tag
- Weekly scaffold inspection plus inspection after alteration, impact or adverse weather
- Full edge protection at the pool coping while the shell is empty; covered or barriered openings
- Toe boards, brick guards and exclusion below for overhead work
- Mobile tower stability check on sloping pool surrounds; do not stand towers on the pool base without a designed footing
Hold point
Green scafftag and handover certificate before first use each shift.
Cementitious, liquid-applied or membrane tanking systems are applied inside a partially enclosed shell, frequently with solvent-based primers, hot works for torch-on systems and restricted natural ventilation.
Key hazards
- Solvent vapour accumulation in the pool base — vapours are heavier than air and pool at the deepest point
- Hot works and LPG torches for membrane systems
- Skin, eye and respiratory exposure to primers, epoxies and cementitious slurries
- Slips on wet, freshly coated surfaces; heat build-up under summer conditions
Controls
- Treat the empty deep end as a potential confined space — see the confined space triggers below
- Mechanical ventilation and gas monitoring where solvent-based or two-part systems are used
- Hot work permit, fire watch and extinguishers for torch-applied membranes; 60-minute post-work fire watch
- COSHH/chemical assessment with SDS at the workface; correct gloves, eye protection and RPE with face-fit records
- Curing and ventilation period before the shell is closed up or filled
Hold point
Waterproofing cure and consultant inspection signed off before filling.
Circulation pumps, filters, chlorination/dosing plant, underwater luminaires, bonding and earthing are installed and energised before or during the test. Chemical dosing rooms and balance tanks are separate high-risk spaces.

- Chemical exposure in the dosing room (hypochlorite, acid) and dangerous mixing
- Entry into balance tanks, surge tanks and sumps
- Energisation without isolation control during wet works
Controls
- All temporary supplies on RCD protection, inspected and routed clear of water and access routes
- Equipotential bonding certificate and IR/earth test records before energisation
- LOTO for every isolation; a single authorised person controls the lock box
- Segregated, ventilated and bunded chemical storage; never store acid and hypochlorite together
- Balance tank / surge tank entry only under a confined space entry permit

The moment the shell holds water above standing depth, the site has created a temporary drowning hazard. The construction MSRA, general site security and generic first aid are not sufficient controls on their own.

- Named Water-Test Supervisor (WTS) and Water-Hazard Monitor (WHM) on every day and night shift
- Rescue station outside the barrier: two lifebuoys with throw lines, reaching pole, throw bag, recovery ladder, first-aid kit, communications and displayed AED location
- Two-hourly perimeter inspection, face-to-face shift handover and a 72-hour monitoring log

Draining is a controlled operation, not the end of the job. An emptied shell reverts to a fall-from-height and confined-space risk, and the discharge route must be agreed with the municipality or utility.

- Uncontrolled discharge, flooding of adjacent works and washout of finishes
- Waterproofing or tile damage from rapid drawdown
- Re-entry into the emptied shell with residual water, silt and chemicals

- Atmospheric test before re-entry to the emptied deep end
- Test record, water-level log and defect close-out packaged into the handover file

Confined space interface
When the pool or tank becomes a confined space
A pool is a drowning hazard when full and a confined space when empty. These triggers switch the work from the pool permit to the confined space entry procedure.

Deep-water testing
72-hour retained-water test control set
Applies to swimming pools, balance tanks, potable and firewater tanks, basins and any water-retaining structure filled above standing depth during construction.
Control principle
A retained-water test that creates a condition in which a person cannot stand with their airway clear of water, or cannot self-rescue unaided, is a temporary deep-water drowning hazard. The parent MSRA, general site security and generic first-aid provision are not sufficient controls on their own.

REACH OR THROW — DO NOT GO. Untrained persons must not enter the water. Do not create a second casualty.
1. Raise the alarm
State clearly: “Person in water — pool water-test area — [exact location].” Alert site emergency response, WTS, WHM, first aider and security without delay.
2. Stop the hazards
The WTS stops filling, pumping, drainage, testing, plant movement and electrical activity. Where electric shock is suspected, do not touch the water or casualty until the source is isolated and declared safe.
3. Control the area
The WHM and security clear bystanders, protect the pool edge, bring rescue equipment, open the emergency route and guide responders.
4. Reach or throw
From stable ground, offer the reaching pole. If that is not possible, throw a lifebuoy, throw line or rescue bag. Guide the casualty to the planned recovery point. Do not enter the water.
5. Recover safely
Use the secured ladder or planned recovery route. Do not drag a casualty over an unsafe edge. Where spinal injury is suspected, minimise movement unless immediate extraction is needed to prevent drowning.
6. First aid and transfer
The appointed first aider provides care within competence. Call external medical support immediately for unconsciousness, breathing difficulty, water inhalation or serious injury. Do not leave the casualty alone or return them to work.
7. Make safe, report, release
Stop the test and secure the pool. Inspect and replenish equipment; report and investigate; re-brief the team; obtain documented WTS, HSE and PTW revalidation before restart. Verbal restart approval is not acceptable.
- Rescue station is lit, unobstructed and outside the barrier.
- Two lifebuoys with floating throw lines are present and serviceable.
- Reaching pole and throw bag are present and undamaged.
- Recovery ladder or route is secured and usable.
- Barrier is continuous, gate is locked and key custody is confirmed.
- Danger / no-entry / no-swimming signs are legible in site languages.
- Lighting covers the gate, signs, rescue station and access route.
- Named WTS and WHM are on shift and contactable.
- First aider, emergency numbers and AED location are displayed.
- Two-hourly inspection log and handover record are up to date.
- Barrier, gate, signs, lighting, rescue equipment, communications, roster or record missing or defective
- Unauthorised entry into the controlled zone
- A required two-hourly check or shift handover missed
- Abnormal water-level change, leakage, cracking, settlement or unsafe drainage

Restart: verbal approval is not acceptable. The permit stays suspended until corrective action is complete, the barrier and rescue arrangements are re-inspected and the WTS, HSE Representative and Permit Issuer document revalidation.

Deliver the talk at the pool access point before filling starts. Show the workforce the barrier gate, rescue station, recovery ladder, emergency contact display and ambulance route, then confirm understanding.

Deep-water testing questions we get asked
When does a construction pool test become a deep-water hazard?
As soon as the retained water creates a condition in which a person entering or falling in cannot stand with their airway clear of water or cannot self-rescue unaided. From that point the pool needs a Deep-Water Test PTW, a continuous barrier, a rescue station and 24-hour named supervision.
Is a standard construction MSRA enough for a 72-hour watertightness test?
No. A general construction MSRA typically identifies a fall into a dry pool and generic emergency arrangements. It must be supplemented with person-in-water and drowning risk, rescue equipment and roles, reach-or-throw rescue, recovery route, monitoring roster, handover and stop-work triggers before filling.
Does an empty pool count as a confined space?
Frequently yes. During waterproofing, coating or coating repair the deep end has restricted egress and accumulates heavier-than-air solvent vapour at the lowest point. Balance tanks, surge tanks, sumps and dosing rooms are confined spaces in their own right and need an entry permit, gas testing and rescue arrangements.
Who must be present while the pool is being filled or drained?
The Water-Test Supervisor plus one additional trained person for all water movement. A water source must never be left running unattended, and a named Water-Hazard Monitor covers every day and night shift while water is retained.
Can a worker enter the water to retrieve equipment or check a leak?
Not under the standard test permit. Water entry and work within 2 m of an unprotected water edge require a separate assessment, a task-specific rescue plan, at least two competent persons, a PFD, communications and a revalidated PTW. Solo entry is prohibited.
Do the same controls apply to water tanks and reservoirs?
Yes. Any water-retaining structure under test — potable tanks, firewater tanks, balance tanks, basins and reservoirs — carries the same deep-water drowning hazard while filled and the same confined space hazard once drained.
