Construction requirements
Bahrain construction is governed by Ministerial Order No. 4/2014 (construction safety), No. 38/2014 (mechanical hazards), No. 5/2014 (lifting), No. 31/2013 (electrical), and No. 6/2013 (fire). Key requirements include safe entrances/exits/passages, hazard evaluation at elevated places, guard rails and fall protection, scaffolding of good construction supervised by qualified personnel, and secure guards around excavations. Contractors must obtain necessary approvals from Ministry of Works. BAPCO HSE Standards apply to all oil and gas project contractors. The Bahrain Fire & Life Safety Code 2025 governs fire detection, suppression, and evacuation.
Worker welfare
Mandatory heat ban 12:00–16:00 from 1 June to 30 September (Ministerial Order No. 3/2013). Employers must provide shaded rest areas, potable cold drinking water, and electrolyte supplements for outdoor workers. Ministerial Orders No. 76/2020 and No. 40/2014 specify accommodation health requirements. Maximum 48-hour workweek. PPE must be provided at no cost to workers. LMRA enforces worker registration and welfare compliance.
Penalties and enforcement
Labour Law No. 36/2012 fines: up to BHD 2,000 per violation. LMRA can issue immediate stop-work orders for serious safety hazards and suspend business licences for repeat violations. Criminal liability under Bahrain Penal Code for work fatalities due to employer negligence.
