UAE Emirates HSE Regulatory Hub

Abu Dhabi’s ADOSH-SF System Framework, administered by the Abu Dhabi Public Health Centre (ADPHC), sets out occupational safety and health requirements for employers across the emirate, including Al Ain and Al Dhafra. Dubai operates a multi-authority HSE framework. Alongside the Dubai Building Code 2021, Administrative Resolution No. 112 of 2026 approves the Safety Guide for Construction Works under Decree No. 19 of 2025; the resolution commenced on 23 June 2026. The construction framework covers special development zones and free zones, but competent authorities and approval routes differ. DEWA, Dubai Civil Defense, RTA and DHA regulate their respective sectors, while Trakhees/PCFC applies additional jurisdiction-specific requirements.

Sharjah operates its own comprehensive OSH system through the Sharjah Public Services Authority (SPSA) and its Occupational Safety and Health Juridical Person (OSHJ). The OSHJ framework includes dedicated Codes of Practice for construction, accommodation, risk management, and permit to work. Sharjah Civil Defense, SEWA, and the Environment and Protected Areas Authority (EPAA) each regulate their respective sectors.

Ajman primarily relies on federal HSE legislation enforced through the Ajman Municipality and Planning Department (AMPD) and Ajman Civil Defense. While Ajman does not have a dedicated emirate-level OSH framework like Abu Dhabi or Sharjah, AMPD enforces building codes, environmental regulations, and public health standards. The Ajman Free Zone Authority (AFZA) has its own worker welfare requirements for free zone companies.

Ras Al Khaimah has developed a robust HSE framework through RAK Municipality and the Ras Al Khaimah Economic Zone (RAKEZ), which published its own comprehensive HSE Construction Regulation (First Edition 2023). The Environment Protection and Development Authority (EPDA) enforces environmental standards. RAK Civil Defense oversees fire safety. RAKEZ's HSE framework is particularly detailed, covering construction stage approvals, permit-to-work systems, and lifting operations to ENAS/BS 7121 standards.

Fujairah primarily applies federal HSE legislation enforced through Fujairah Municipality and Fujairah Civil Defense. The Fujairah Site Safety Guidelines 2023 establish mandatory safety, workmanship, and environmental standards for all consultants and contractors in Fujairah. The Fujairah Environmental Authority (FEA) oversees environmental regulation. Etihad Water and Electricity (formerly FEWA) is the primary utility authority. The Fujairah Free Zone has its own operational requirements.

Umm Al Quwain is the smallest UAE emirate and relies primarily on federal HSE legislation enforced through UAQ Municipality and UAQ Civil Defense. While UAQ does not have a dedicated emirate-level OSH framework, federal standards under Decree-Law No. 33 of 2021 and Ministerial Decision No. 32 of 1982 apply in full. The UAQ Free Trade Zone (established as a free zone by Cabinet Decision No. 54 of 2023) has its own operational requirements including employee health checks.
