Construction requirements
Kuwait construction sites are governed by Labour Law No. 6/2010 (Chapter 9) and Ministerial Decision 176/2011 (scaffolding and WAH). KOC's CHSEMS and 12 Golden Rules are mandatory for all KOC contractors — covering work at height, confined space, isolation/energy control, driving, pressure systems, hot work, dropped objects, lifted loads, electrical safety, H2S, and excavation. PTW systems are required for high-risk activities. IVMS (In-Vehicle Monitoring Systems) are mandatory for commercial vehicles on KOC projects. Kuwait Municipality enforces building permits and structural safety.
Worker welfare
Mandatory heat ban 12:00–16:00 from 1 June to 31 August under Article 20 of Labour Law No. 6. Employers must implement WBGT monitoring, mandatory rest and shade, hydration protocols, worker acclimatisation, and first aid training. Maximum 48-hour workweek. No more than 5 consecutive hours without a break. KNPC Workers Welfare Guidelines and KOC Contractor Welfare Procedure set accommodation and welfare standards for contractor camps.
Penalties and enforcement
Labour Law No. 6 fines: KD 100–10,000 per violation. Higher penalties for repeat offences. Violations causing serious injury can lead to criminal proceedings and imprisonment. MSAL can issue stop-work orders and suspend business licences. Expatriate workers and HSE managers found responsible for serious violations may face deportation and re-entry bans.
