Construction requirements
Qatar construction is governed by QCS 2014 (Qatar Construction Specification) and Ministry of Labour regulations. Key requirements include PTW systems for high-risk work, mechanical lifting plans, isolation/LOTO, hot work permits, and confined space entry procedures. QatarEnergy's 12 Life Saving Rules are mandatory for all contractors on energy projects. QCDD enforces fire safety to NFPA standards — detection, suppression, emergency lighting, and compartmentalisation. The Ras Laffan Safety Induction Card and H2S awareness are mandatory for all Ras Laffan site workers. Driving safety and fatigue management are critical compliance areas.
Worker welfare
Mandatory heat ban 10:00–15:30 from 1 June to 15 September. Fine of QAR 6,000 per worker per day for violations. Labour Law No. 14/2004 (amended 2020) mandates health insurance, Workers Support and Insurance Fund contributions, national minimum wage, pre-employment and periodic medical examinations, 8-hour day / 48-hour week maximum, and adequate rest periods. Employers must provide cool drinking water, shaded rest areas, and heat stress awareness training.
Penalties and enforcement
Ministry of Labour: QAR 2,000–10,000 per violation; QAR 6,000 per worker per day for heat ban violations. QCDD: QAR 5,000–20,000 plus immediate closure orders for fire safety violations. MECC: up to QAR 3 million for environmental breaches. QatarEnergy may suspend contracts for non-compliance. RLCA can impose site access bans and fines.
