Construction requirements
Oman construction projects require a project-specific HSE Plan covering risk assessment, emergency response, training, and incident reporting. Muscat Municipality publishes prescriptive technical guidelines for excavation, scaffolding, demolition, crane operations, formwork, working at height, and temporary structures — with site inspections by the DM Building Inspection Section. Ministerial Decision 286/2008 includes technical standards for machinery safety, chemical handling, electrical safety, and working at height. PDO Life Saving Rules are mandatory for all PDO contractors — covering working at height, confined space, PTW, isolation/LOTO, and hot work.
Worker welfare
Mandatory heat ban 12:30–15:30 from 1 May to 30 September (Ministerial Decision No. 401/2015) — one of the longest heat ban periods in the GCC. Employers must provide shaded rest areas, drinking water, cooling facilities, and acclimatisation programmes for new workers. Maximum 45-hour workweek (9 hours/day). Social Protection Law RD 52/2023 enhances worker welfare provisions. PDO Contractor Welfare Procedure sets accommodation and welfare standards for PDO contractor camps.
Penalties and enforcement
Fines: RO 100–300 for minor infractions; RO 500–2,000+ for serious injuries due to employer negligence. Criminal prosecution and imprisonment possible in fatal incidents. Stop-work orders for failures to provide PPE or heat ban violations. Repeat violations within 12 months incur double penalties and may lead to closure orders or work permit restrictions.
