Inside Dubai, the plot authority decides the credential
Applying the wrong overlay is the most common failure we see: a DDA circular quoted on a DIEZA plot, or a Trakhees course treated as a Municipality certification. Confirm which authority regulates the plot before nominating anyone.
Public evidence: The accreditation catalogue lists the Safety Advisor Registration Scheme (SARS — new and renewal) and the Safety Supervisor Registration Scheme (SSRS). The SARS course page states that all safety advisors working in Trakhees jurisdiction must complete the course.
Consequence: Strong partial analogue to the competency component of the Dubai Municipality OSH PIC. Public course text alone does not establish a project-by-project PIC appointment, staffing ratio or permit-signatory authority.

Does an Abu Dhabi Qudorat registration let someone act as a Dubai OSH Person in Charge?
No public evidence supports that. Qudorat is a competency-based registration for OSH practitioners and service providers in Abu Dhabi; Dubai Municipality catalogues OSH PIC as its own certification scheme. Treat them as separate schemes and verify each in its own jurisdiction, with written role acceptance for authority-facing duties.
Which emirates operate a scheme comparable to Dubai's OSH PIC?
As of the 22 August 2026 review, Dubai Municipality is the only authority whose public technical-guideline catalogue expressly names an OSH Person in Charge certification scheme. Abu Dhabi (Qudorat), Sharjah (OSHJ practitioner membership) and RAKEZ (HS&E Representative) are partial analogues. Ajman, Umm Al Quwain and Fujairah showed no confirmed public analogue — which is not proof that no project, free-zone, Civil Defence or client duty exists.
Do Trakhees SARS and SSRS replace a Dubai Municipality credential?
No. Trakhees runs its own Safety Advisor and Safety Supervisor registration schemes for work in Trakhees jurisdiction. They are a strong competency analogue within that jurisdiction, but the authority that regulates your plot determines which credential is required.
What evidence should a subcontractor PQQ demand for safety personnel?
