Abu Dhabi HSE Regulations
Abu Dhabi operates the most comprehensive emirate-level HSE framework in the UAE through the Abu Dhabi Public Health Centre (ADPHC) and its ADOSH-SF System Framework. With over 54 Codes of Practice covering every aspect of occupational safety, Abu Dhabi sets the benchmark for HSE regulation across the region. The framework applies to all employers in Abu Dhabi emirate including Al Ain and Al Dhafra regions.

Regulatory authorities
Primary OSH enforcement authority. Established by Law No. 14 of 2019. Administers the ADOSH-SF System Framework with 54+ Codes of Practice. Conducts inspections, issues improvement notices, stop-work orders, and refers cases for prosecution.

Construction HSE requirements
- Mandatory OSH Construction Management Plan (CoP 53.1) for all projects
- Must be prepared by principal contractor and approved by consultant
- Submitted to Abu Dhabi Municipality / DMT before works commence
- Must be updated for significant scope changes
- Includes risk register, method statements, emergency response plan
- Mandatory PTW system per CoP 21.0 for all high-risk activities
- Hot work, electrical isolation, confined space, excavation, WAH permits required
- Issuing authority must be competent and authorised in writing
- Permits are site-specific and time-limited (typically one shift)
- Cancelled immediately on change of conditions or scope
- Dedicated HSE Officer mandatory for projects >AED 5 million or >50 workers
- HSE Officer must hold NEBOSH, IOSH, or equivalent qualification
- Safety Supervisor ratio: 1 per 50 workers minimum
- First Aider ratio: 1 per 50 workers (CoP 4.0)
- All workers must receive site induction before commencing work
- ADPHC inspectors conduct unannounced site visits
- Improvement Notices issued for non-critical violations (28-day remedy period)
- Prohibition Notices issued for imminent danger — immediate stop-work
- Repeat violations escalated to prosecution and facility closure
- Incident reporting mandatory within 24 hours for serious injuries
Worker welfare
- Minimum 4.5 m² floor space per worker in sleeping areas
- Maximum 8 workers per room (CoP 18.0); 6 per room (MoHRE 2026 update)
- Free internet access mandatory (Ministerial Resolution 122 of 2026)
- 24/7 medical clinic or on-call doctor for camps >500 workers
- CCTV at all entry/exit points mandatory
- Dedicated prayer rooms, recreation areas, and canteen facilities required
- Outdoor work ban: 12:30–15:00 daily from 15 June to 15 September
- Acclimatisation programme mandatory for new outdoor workers (first 2 weeks)
- Shaded rest areas with cooled drinking water within 75m of all work areas
- Wet Bulb Globe Temperature (WBGT) monitoring required on large sites
- Workers trained in heat illness recognition and first response

Environmental regulations
- Environmental Impact Assessment (EIA) required for major construction projects

- Hazardous waste must be handled by EAD-licensed contractors only
- No discharge of construction wastewater to natural water bodies without permit
- Dust suppression mandatory on all earthworks and demolition sites
- Trade Effluent Control Regulations apply to all construction dewatering
- Dewatering discharge requires DoE permit and quality monitoring
- Fuel storage tanks must comply with DoE Fuel Storage Tank Regulations
- Incident reporting to DoE mandatory for spills affecting water infrastructure

Fines from AED 5,000 to AED 1,000,000 per violation. Facility closure for serious or repeat offences. Criminal referral for fatal incidents.
