Dubai HSE Regulations
Dubai operates a multi-authority HSE framework with Dubai Municipality as the primary construction safety regulator. The Dubai Building Code 2021 and Code of Construction Safety Practice (CCSP) set the technical standards. Multiple specialist authorities — DEWA, Dubai Civil Defense, RTA, DHA — each regulate their respective sectors. Dubai's free zones, particularly those under Trakhees/PCFC, operate their own comprehensive HSE regimes.

Free zones
Trakhees HSE Department
JAFZA, Dubai Airport FZ, Dubai Maritime City, and other PCFC zones. Trakhees has its own comprehensive HSE regulations and inspection regime. DDA Circular 400 shoring requirements apply in TECOM zones.
DMCC Authority
Federal and Dubai Municipality HSE standards apply. DMCC has additional requirements for commodities storage and handling.
DIFC Authority
DIFC Employment Law applies in addition to federal standards. Separate regulatory framework for financial sector.
Dubai South Authority
Comprehensive HSE framework for logistics, aviation, and residential zones. UAE Fire and Life Safety CoP applies.
