Dubai Code of Construction Safety Practice (CCSP / CoCSP)
The Dubai Municipality code of practice is the site-level safety standard for construction works in Dubai. This guide shows what it covers, how to use it on site and where to read the official text. It is a reference aid: always read the current official code.

Chapter 1 covers only definitions and scope, so its checks confirm whether the code applies; chapter 24 lists references only. Descriptive text with no clause number (such as the emergency level descriptions in 23.3 and the label colour tables in chapter 18) is not turned into checks. No clause is guessed.

Frequently asked questions
What is the Dubai Municipality Code of Construction Safety Practice (CCSP)?
The CCSP, also written CoCSP, is Dubai Municipality's construction HSE standard. It sets out site safety requirements by topic, such as PPE, fire protection, scaffolding, excavation, electrical hazards, confined spaces and cranes. DM inspectors use it as the basis for Correction Notices and stop-work orders.
Is the Dubai code of practice the same as the Dubai Building Code?
No. The Building Code and Bylaw set technical building rules. The Code of Construction Safety Practice is the site-level safety standard that contractors work to during construction. Check both for your project.
Where can I read the official Dubai code of practice?
The Dubai Municipality publishes it as a PDF safety guide for construction works. The link is on this page. Always read the current official text, because this page is a navigation aid and not a replacement for it.
Does the code apply inside free zones such as those regulated by Trakhees?
Free zones can add their own permit routes and inspection teams. Confirm with the free-zone regulator which rules apply to your site, and follow the more protective requirement where more than one code applies.
What should a contractor do first with the Dubai code?
Identify which chapters apply to your scope of work, turn the clauses into site checks, assign owners, and keep dated evidence such as inspection records, permits and toolbox talk attendance.
