How do I know if my Dubai site is under Dubai Municipality, Trakhees or DDA?
It follows the land, not the company. Mainland plots sit with Dubai Municipality. Plots inside ports and PCFC-administered communities such as JAFZA, Palm Jumeirah and Dubai Maritime City sit with Trakhees. Plots in the TECOM communities — Internet City, Media City, Studio City, Production City, Knowledge Park, d3 and the rest — sit with Dubai Development Authority. Your title deed, lease or master developer confirms which.
What is a Trakhees EHS NOC?
An EHS No Objection Certificate issued by Trakhees-EHS before the Civil Engineering Department issues the building permit. Trakhees also issues an EHS NOC for the Building Completion Certificate, Certificates of Compliance at inspection stages, and NOCs for night shift work and discontinued projects.
What is the DDA Site Compliance Folder?
A folder of documents DDA expects to find on site — emergency contacts, trade licence, building permit, consultant-approved site layout, HSE plan, risk assessments and method statements, scaffold designs, the sub-contractor log, the safety officer's credentials and third-party equipment certificates.
Do federal rules still apply inside a free zone?
Yes. Federal Law 33/2021 and MOHRE Ministerial Resolution 32/2022 apply across the UAE regardless of zone. The zone authority adds its own permitting, inspection and reporting route on top.
Which authority do I report an incident to?
The authority that regulates the plot, alongside any federal or insurance notification. Trakhees sets its own accident notification rules including over-3-day injuries; DDA requires reporting through its centralised incident management system; mainland sites report to Dubai Municipality and, for serious injury, to the police and MOHRE.
