Dubai construction safety circulars and regulations

Dubai Development Authority, Trakhees and Dubai Municipality change site requirements by circular, effective from the date they are issued. These are the published instruments worth having on file, with what each one asks of a construction site.

   Occupational Health & Safety

   The Trakhees occupational health and safety rulebook: risk assessment and communication, competency and training, occupational health cards and medical examinations, hazardous works, first aid, accident notification including over-3-day injuries, sanctions and audit.

   Prevention of falling of people and materials from height at construction sites

   Reminds consultants and contractors of the mandatory requirements to prevent people and materials falling from height. Non-adherence may bring sanctions and suspension of construction activities.

   Mandatory health, safety standards and risk assessment

   Requires detailed risk assessment before new construction phases or significant operational change, continuous supervision of high-risk activities, prompt reporting through DDA's centralised incident management system, and a risk mitigation plan reviewed at least monthly.

Frequently asked

Are authority circulars mandatory?

Yes. A circular states a requirement that applies from its date, and authorities enforce it at inspection — DDA warns that non-adherence can bring sanctions and suspension of construction activities.

How should a site track circulars?

Assign one person to check each regulator's circulars page on a fixed cycle, record the circular reference and date in the HSE plan revision log, brief the supervisors affected, and keep the evidence that the change was implemented.

Where are the official circulars published?

Dubai Development Authority publishes its numbered circulars on dda.gov.ae, Trakhees publishes its EHS regulations and circulars on pcfc.ae and trakhees.ae, and Dubai Municipality publishes circulars and technical guidelines through its own channels.
