When Did Your Company Last Research and Update Its Safety Files?

Why UAE HSE files need a quarterly authority review: DDA, Trakhees, RAKEZ, ADOSH-SF, Sharjah and DHCA updates, and five checks to follow changes through to site.

When Did Your Company Last Research and Update Its Safety Files?

Your HSE plan may carry this year's revision number. But when did someone last check whether the requirements inside it were still current? Changing a cover page or copying an existing plan into a new project folder is not the same as reviewing requirements. The important question is when someone last checked the issuing authorities, assessed what applied to your operations and followed the findings through to the documents people actually use.

Not yet verified

Based on public authority documents reviewed as of 5 November 2026. The DDA Circular 611, 656 and 686 details and the RAKEZ HSE-VC01 issue date were checked against the official PDFs in our circulars review; other items are summarised from the linked official documents. Confirm current controlled versions, applicability and project-specific conditions before relying on individual requirements.

Dubai Municipality is not the whole picture

For UAE construction businesses, an authority review cannot stop at one municipality or one familiar code. The relevant requirements depend on the Emirate, the development authority, the free-zone jurisdiction and the activities being undertaken. The documents reviewed for this article, covering 2024–2026, identify updates beyond Dubai Municipality. Some introduce specific controls; others change registration, inspection evidence or the way observations must be closed. Your site may already have the right physical control but still be using an outdated approval process, certificate checklist or close-out workflow.

DDA: more than a general commitment to assess risk

Dubai Development Authority's Circular 611, dated 9 January 2025, requires construction sites within its jurisdiction to maintain an up-to-date risk mitigation plan, reviewed and updated monthly — or more frequently as site conditions evolve [1]. A generic statement that risk assessments will be reviewed periodically does not, by itself, show that this cadence is built into site working arrangements.

Circular 656, dated 16 March 2026, specifies accreditation and QR-code traceability requirements for scaffolding inspection certificates submitted for slab-casting inspections, with a maximum one-week validity in that context [2]. Circular 686, effective 19 October 2026, makes consultants and contractors jointly and independently responsible for reviewing and closing compliance observations through the Zoning Portal [3]. An internal 'closed' status does not complete that authority workflow.

PCFC/Trakhees: a revision to check, and a deadline to recognise

Trakhees' IO-4.0 Occupational Health and Safety regulation, Rev. 02, carries a June 2026 revision date for Freezone Industrial Operations. That is a reason to check the controlled version you hold — not proof that every clause is new [4]. PCFC Circular 29/2026, issued 25 August 2026, sets forklift controls for covered industrial facilities, including pedestrian-route segregation, cameras, proximity alerts, daily inspections and operator training, with a conformity deadline of 1 January 2027 [5]. The traffic plan, equipment specification, competence records and implementation programme all need checking, not just the inspection form.

RAKEZ: enforcement deserves its own review

RAKEZ's Construction Violation Code for Contractors and Consultants, HSE-VC01, Issue 01 dated 27 August 2026, provides an itemised sanctions framework covering matters such as missing permits or NOCs and unsafe lifting, scaffolding, excavation and work at height [6]. The underlying controls did not all begin in 2026, but the published enforcement instrument belongs in the authority review alongside the technical rules and permit conditions.

Competence, accommodation and fit-out work

Abu Dhabi's 2026 ADOSH-SF practitioner and service-provider registration mechanism is relevant to the applicable professional categories; it does not require every worker to register individually [7]. Sharjah published a revised worker-accommodation Code of Practice in 2024 and a high-rise building safety guideline in January 2025, and Dubai Healthcare City's Engineering Fit-Out Guidelines became effective on 2 January 2026 [8][9][10]. These concern different activities and should not all be treated as general construction-site rules. The lesson is to establish which documents actually apply.

A new date is not always a new requirement

Good research distinguishes a revised regulation from an annual reminder, a new approval process from a new technical control, and a website upload date from the instrument's own revision date. An older document is not automatically obsolete; a newly uploaded document is not automatically a new rule; and failing to find an update online is not proof that no internal circular or project-specific instruction exists. Free-zone status is not a blanket answer either.

Updating the legal register is only the beginning

Once an applicable change is identified, follow it through the HSE plan, method statements and risk assessments, inspection forms, certificate checks, appointment records, training material, subcontractor instructions and close-out evidence. Control superseded copies so the old instruction is not the easiest one to find. For each applicable update, a company should be able to answer five practical questions:

  • Which authority document and controlled version did we check?
  • Why does it apply to this project or activity?
  • What changed — or what did we confirm had not changed?
  • Which documents and working arrangements were affected, and who owns the response?
  • What evidence shows the change reached the people doing the work?

These are suggested management checks, not a universal statutory checklist.

Schedule a formal review every quarter

Site Safety UAE recommends scheduling a formal review of applicable authority requirements at least quarterly, with dates set in advance, a responsible owner and a standing item in the compliance calendar. Record the sources and versions checked, applicability decisions and resulting document or site changes — even where no change is needed. Urgent or safety-critical instructions must be acted on when identified, not held for the next meeting.

The quarterly schedule is our recommended governance practice, not a universal UAE statutory review interval, and it does not replace more frequent activity-specific reviews such as DDA's monthly risk mitigation plan review where applicable [1].

Make regulatory review an accountable process

Identify the applicable requirement, assign responsibility, update the affected controls and retain evidence of implementation. A current revision number shows a document was reissued; it cannot, on its own, show that this work has been completed. When did your company last research its safety requirements — and can it show which files and site arrangements changed as a result?
