Confined Space Entry
One of the highest-risk permit types on UAE sites. Covers confined space definition, atmospheric hazards, gas testing, ventilation, entry permits, standby attendants, and non-entry rescue.

1. Definition & UAE Framework
A confined space is any enclosure with limited entry/egress, not designed for continuous occupancy, and with potential for a hazardous atmosphere or engulfment: tanks, vessels, sewers, pits, manholes, excavations > 1.2 m with restricted access, chilled-water sumps, transformer rooms. ADOSH-SF CoP 5.0 (Permit-to-Work), Dubai Municipality Circular 173 and NFPA 350 govern entry. Any confined space entry requires a written Confined Space Entry Permit valid for the shift only.
2. Atmospheric Hazards
Oxygen: safe range 19.5–23.5%. Below 19.5% = deficiency (displacement by nitrogen, CO2, argon); above 23.5% = enrichment (fire risk). Flammable gas: action level 10% LEL — evacuate. Toxic: CO 25 ppm 8-hr TWA, H2S 10 ppm, action at any detectable level in a sewer or tank. Engulfment: loose material (sand, grain, sludge) that can bury the entrant.
3. Gas Testing
Use a calibrated 4-gas monitor (O2, LEL, CO, H2S) bumped daily. Pre-entry test from outside the space using a sampling wand — top, middle and bottom (gases stratify). Record readings on the permit. Continuous monitoring during occupancy with audible alarms set to action levels. Retest after any break in occupancy > 15 minutes.
4. Ventilation & Isolation
Mechanical forced-air ventilation is the primary control — minimum 20 air changes per hour, ducting to the floor of the space. All feed lines (steam, gas, chemical, electrical) locked out and tagged out at the source with blind flanges where practicable. Never use pure oxygen to ventilate — it creates an explosive atmosphere.
5. Entry Permit & Attendant
Entry Permit signed by: Entry Supervisor, Attendant, Entrant(s), Permit Issuer. Lists space ID, hazards, isolation points, gas readings, rescue plan, communication method, PPE, duration. A dedicated Attendant remains outside the space at all times, maintains continuous voice or visual contact with the entrant, monitors the gas meter, controls the entry log, and can order an immediate evacuation. The attendant never enters the space to attempt a rescue.
6. Rescue — Non-Entry First
Every entrant wears a full-body harness with a retrieval line attached to a tripod or davit arm outside the space so a downed worker can be winched out without a rescuer entering. Civil Defence (997) is called for any confined space emergency. Statistically, 60% of confined space fatalities are would-be rescuers — a well-meaning entry to help a colleague is the single most dangerous act on a UAE site.
