1. Electrical Hazards on Site
Shock, arc-flash, burns, secondary falls, and fires from damaged cables, unearthed distribution, wet conditions, and unqualified persons. Construction supplies are among the highest-risk electrical environments — heat, dust, water and mechanical damage combine.
2. Temporary Supplies, RCDs & IP Ratings
All 220-V outlets on 30 mA RCD protection. Distribution boards IP54 minimum, weather-protected. Armoured or braided flexible cable — not domestic PVC. Cables raised on stands or protected in duct crossings. Daily visual inspection before energising.
3. The 6-Step LOTO Procedure
(1) Prepare — identify all energy sources. (2) Notify affected workers. (3) Isolate at the source (breaker, valve, disconnect). (4) Lock and tag each isolation with a personal padlock and tag. (5) Verify — test-before-touch on the equipment. (6) Return to service — reverse order, only the person who locked it out may remove their lock.
4. Test-Before-Touch / Prove-Dead
Voltage tester proven on a known live source → test the isolated conductors → re-prove on the known live source. If any of the three steps fails, the isolation is not verified. Never remove barriers or open panels without prove-dead completed.
5. Qualified Persons & Permits
Only DEWA/ADDC/SEWA-authorised electricians work on live or previously live systems. Electrical Permit-to-Work required for HV/LV panel works, cable pulling near live services, and permit-to-live for energising new circuits. Non-electrical workers stay outside the exclusion zone.
6. UAE Requirements
DEWA/ADDC/SEWA Regulations for Electrical Installations, ADOSH-SF CoP on electrical safety, and DM/Trakhees temporary installation guidance. Non-compliance results in supply disconnection and municipality penalties, in addition to injury risk.
