1. Rescue Hierarchy
1. Self-rescue (entrant exits under own power). 2. Non-entry rescue (retrieval line + tripod winch by the Standby Rescuer). 3. Entry rescue by trained on-site team. 4. Entry rescue by Civil Defence. Never attempt entry rescue without SCBA, a second Standby Rescuer, and confirmation that the atmosphere has been re-tested.
2. Standby Rescuer Duties
Positioned outside the space, in continuous voice/visual contact with the entrant, hands on the retrieval line, gas monitor visible, radio to the Permit Issuer, and NEVER entering the space themselves under any circumstance. If they enter, they become a second casualty — the leading cause of confined space fatalities.
3. Equipment
Full-body harness with dorsal D-ring (NOT a work-positioning belt), retrieval line pre-attached before entry, tripod set up above the entry, winch with mechanical advantage, SCBA on standby, gas monitor with 4-gas sensor (O₂, LEL, CO, H₂S).
4. The 4-Minute Window
In an oxygen-deficient atmosphere (<19.5% O₂), brain damage begins in 4 minutes and death follows within 6–8 minutes. This is why non-entry rescue must be initiated the instant the entrant loses consciousness — waiting for Civil Defence (typical arrival 8–15 minutes) means the entrant will not survive.
5. Simulation Drill
Every confined space entry team must run a full rescue drill at least every 6 months, with a dummy or trained volunteer, timed from 'entrant down' to 'entrant on the surface receiving first aid'. Target: under 4 minutes for non-entry rescue. Debrief and update the rescue plan.
6. Coordination with Civil Defence
For any entry rescue beyond the site's capability, call 997 and 998. The Incident Commander briefs Civil Defence on: space dimensions, last known atmospheric readings, entrant location, injuries, and site access route for the rescue vehicle.
