Electrical safety for drinking water coolers, water transfer and booster pumps, sewage/holding-tank pumps, water heaters and site toilet/ablution blocks — the wet-area equipment present on virtually every UAE construction site.
Why Wet Services Are High Risk
Drinking water coolers, water bowsers and transfer pumps, booster sets, sewage pumps and portable toilet/ablution units combine mains electricity, standing water and barefoot or wet-handed contact. Under IEC 60364-7-701 (locations containing a bath or shower) and IEC 60364-7-702, these are classified as increased-shock-risk locations, and Section 9.6 of the Abu Dhabi DoE EWR 2020 treats them as temporary installations requiring additional protection. ADOSH-SF CoP 15.0 and the UAE Labour Camp Regulations (Cabinet Resolution No. 13 of 2009) both require RCD protection and supplementary equipotential bonding for any electrical equipment in welfare wet areas. In UAE summer conditions water coolers run continuously at high duty, so cable heating, condensate and scale-related pump failures are common defect sources.

Drinking Water Coolers & Dispensers
Bottled and plumbed-in water coolers are among the most numerous electrical appliances on a UAE site, and are frequently plugged into daisy-chained extension leads in dusty, wet locations. Every cooler is Class I portable equipment and must be included in the site's portable appliance inspection and test (PAT) register. Coolers must never be fed from a socket that also supplies tools, and must not be positioned where drip trays or bottle changes can wet a socket outlet or DB.

Water Transfer, Booster & Sump Pumps
Sites use pumps for potable water transfer from bowsers and storage tanks, pressure boosting to offices and ablution blocks, dewatering excavations and pumping sewage from holding tanks. Submersible and semi-submersible pumps are the highest-risk items because the cable is in or near water and is regularly dragged. Fixed pump sets must be hard-wired into a dedicated way in the DB with motor overload protection; portable dewatering pumps should be fed from a 110 V CTE supply where practicable, and always through a 30 mA RCD.

Site Toilets, Ablution Blocks & Water Heaters
Portable and modular toilet blocks, ablution/wudu areas and shower units fall under IEC 60364-7-701 zoning. Electric water heaters (instantaneous and storage) are the single most common cause of shock incidents in UAE welfare blocks, usually through a missing supplementary bond or an unearthed metal shower fitting. Where a modular unit is metal-framed, the frame itself is an extraneous-conductive-part and must be bonded to the main earthing terminal.

Inspection & Test Regime for Wet Services
Wet-area equipment needs a shorter inspection interval than general site power because of continuous duty, water ingress and frequent relocation. Records must be available for authority inspection (ADOSH, DM, Trakhees or the relevant free-zone authority) and should be held with the site electrical register.
