Distribution Boards (DBs)

Temporary and permanent distribution board standards, BS 4363 / BS EN 61439-4 requirements, DB construction, labelling, and inspection for UAE construction sites.

Standards for Temporary Site DBs

All distribution boards used on UAE construction sites must comply with BS 4363 (Specification for distribution assemblies for reduced low voltage electricity supplies for construction and building sites) and BS EN 61439-4 (Low-voltage switchgear and controlgear assemblies — Part 4: Particular requirements for assemblies for construction sites). This is explicitly required by the Abu Dhabi DoE EWR 2020 (Section 9.5) and the Dubai Building Code 2021.

DB Internal Requirements

Every distribution board on a UAE construction site must have a dedicated earth bar connected to the site earthing system. The neutral bar must be insulated from the enclosure (except in TN-C systems, which are not permitted on new installations). All live parts must be shrouded or insulated. A circuit schedule must be permanently fixed inside the door identifying every outgoing circuit.

DB Siting and Access

Distribution boards must be positioned to minimise cable run lengths, be accessible for inspection and maintenance, and be protected from physical damage. On UAE construction sites, DBs must be protected from direct sunlight, rain, and sand ingress. A minimum 1 m clear working space must be maintained in front of every DB.

Inspection and Testing of DBs

All temporary site DBs must be inspected and tested before first use and at regular intervals during the project. ADOSH-SF CoP 15.0 requires monthly inspection of all temporary electrical installations. The Dubai Municipality Code of Construction Safety Practice requires periodic inspection records to be maintained on site.
