Regulatory Framework

Earthing is the single most critical electrical safety measure on a construction site. In the UAE, earthing requirements are governed by the Abu Dhabi DoE Electricity Wiring Regulations 2020 (based on IEC 60364-5-54), the Dubai Building Code 2021, and ADOSH-SF CoP 15.0. The fundamental principle is that all exposed conductive parts of electrical equipment must be connected to earth so that fault currents are safely dissipated and protective devices operate correctly.

Earthing Systems for Temporary Installations

Construction site temporary installations may use TN-S, TN-C-S, or TT earthing systems depending on the supply arrangement. Where a PME (Protective Multiple Earthing / TN-C-S) supply is used, the DoE EWR 2020 and BS 7671 both require that all extraneous-conductive-parts are reliably connected to the main earthing terminal before the PME facility is used as the means of earthing. On sites where the supply authority cannot guarantee a PME earth, a TT system with RCD protection is mandatory.

Do not use PME earthing for temporary construction site supplies unless all metalwork (scaffolding, site huts, fencing) is reliably bonded. An open neutral on a PME supply can raise all metalwork to dangerous voltages.

Earth Electrode Requirements

Where an independent earth electrode is required (TT system or generator supply), driven earth rods of minimum 1.2 m length are standard. In the UAE's arid sandy soils, achieving low earth resistance can be challenging. Multiple rods in parallel, chemical earthing compounds, or copper earth plates buried at depth may be required. Earth resistance must be tested with a dedicated earth resistance tester (fall-of-potential method or clamp-on method) before energisation.

Protective Bonding

All extraneous-conductive-parts — including structural steelwork, scaffolding, site hoarding, metal site huts, generator frames, water pipes, gas pipes, and any other metalwork that could become live — must be connected to the main earthing terminal (MET) by protective bonding conductors. This is mandatory under IEC 60364-4-41 and ADOSH-SF CoP 15.0.

Generator Earthing

Generators used as temporary power sources on UAE construction sites are classified as separately derived systems. The generator star point (neutral) must be solidly bonded to the generator frame and to a dedicated earth electrode. The generator frame must also be bonded to the site earth system. When a generator is used as a standby supply alongside a utility supply, the neutral-to-earth bond must be managed carefully to avoid circulating earth currents — a transfer switch with neutral switching is recommended.

ADOSH-SF CoP 15.0 requires that generator earthing is inspected by a competent person before energisation. All earthing connections must be documented and available for authority inspection.
