Site Offices & Welfare Areas
Electrical requirements for temporary site offices, welfare facilities, canteens, drying rooms, and accommodation units on UAE construction sites.
Applicable Standards
Temporary site offices and welfare facilities are classified as temporary electrical installations under Section 9.6 of the Abu Dhabi DoE EWR 2020 and the equivalent section of the Dubai Building Code 2021. They must comply with all the requirements for temporary installations, including RCD protection, earthing, and periodic inspection. Where welfare facilities are provided for more than 50 workers, they are also subject to MoHRE labour accommodation standards.

Lighting Requirements
Minimum illuminance levels in temporary site offices and welfare areas are specified in ADOSH-SF CoP 15.0 and the UAE Labour Camp Regulations (Cabinet Resolution No. 13 of 2009 for accommodation). Emergency lighting with battery backup is mandatory in all occupied temporary buildings.

Kitchen and Canteen Electrical Safety
Canteen and kitchen areas in temporary welfare facilities present specific electrical hazards due to the combination of water, heat, and high-power equipment. All socket outlets in kitchen areas must be protected by 30 mA RCDs. Fixed cooking equipment must be on dedicated circuits with local isolation. Gas detection systems must be electrically safe (intrinsically safe or explosion-proof) where LPG is used.

Air Conditioning Units
Air conditioning is mandatory in all UAE site offices and welfare areas. AC units must be on dedicated circuits with local isolation. Outdoor condensing units must be properly earthed and protected from physical damage. Drain lines must not create water ingress hazards near electrical equipment.
