Traffic Management Plan Requirement
ADOSH-SF CoP 44.0 requires that a site-specific Traffic Management Plan (TMP) is prepared for every construction site where vehicles are operating. The TMP must be prepared before any vehicles are brought on site and must be reviewed and updated whenever site conditions change. The TMP must be approved by the principal contractor and must be communicated to all workers, subcontractors, and visitors.

Pedestrian and Vehicle Segregation
The fundamental principle of CoP 44.0 is the physical separation of pedestrians and vehicles. Where complete separation is not possible, a pedestrian priority system with controlled crossing points must be implemented. Pedestrian routes must be clearly marked, well-lit, and protected by physical barriers where adjacent to vehicle routes.

Banksmen and Traffic Marshals
ADOSH-SF CoP 44.0 requires trained banksmen/traffic marshals at all points where vehicle movements could endanger pedestrians or other workers. Banksmen must be clearly identifiable (high-visibility vest with BANKSMAN marking), must be trained in banksman signals, and must have clear communication with the vehicle operator at all times.
