UAE operator licensing requirements by plant type — ADOSH-SF competency certificates, RTA Special Nature Driving Permits, IPAF PAL Cards, and medical fitness requirements across all emirates.

Licensing Framework

The UAE has a multi-layered operator licensing system for plant and machinery. Federal requirements under MoHRE apply UAE-wide. ADOSH-SF competency certificates are required for all plant operators in Abu Dhabi and are widely accepted across other emirates. Dubai Municipality and the RTA have additional requirements for Dubai. The IPAF PAL Card is the internationally recognised standard for MEWP operators and is accepted by all UAE authorities.

Medical Fitness Requirements

ADOSH-SF CoP 5.0 (Occupational Health Screening) requires that all plant operators undergo a medical fitness assessment before commencing work and at regular intervals thereafter. The assessment must confirm that the operator has adequate vision, hearing, and physical fitness to safely operate the plant. Operators with medical conditions that could impair their ability to operate plant safely must be assessed by an occupational health physician.
