Regulatory Framework

Crane and lifting equipment operations in the UAE are governed by ADOSH-SF CoP 34.0 (Safe Use of Lifting Equipment and Lifting Accessories), the Dubai Municipality Code of Construction Safety Practice, and federal Ministerial Decision No. 32 of 1982. MoHRE Decision No. 624 of 2022 sets penalties of up to AED 50,000 for non-compliance with equipment inspections. Dubai Municipality has the authority to examine, test, and certify cranes within Dubai — a valid DM certificate is mandatory for all lifting equipment operating in Dubai.

Operator Certification Requirements

All crane operators in the UAE must hold a valid competency certificate from an ADOSH-SF or Dubai Municipality approved training provider. Certification is valid for 2 years and must be renewed before expiry. Riggers and signalmen also require individual certification. Operators must carry their competency card on site at all times and produce it on request by an authority inspector.

Inspection and Certification Schedule

ADOSH-SF CoP 34.0 requires a structured inspection regime for all lifting equipment. Daily pre-use checks by the operator, monthly preventive maintenance by a qualified technician, and annual third-party thorough examination and load testing are all mandatory. Dubai Municipality conducts its own examination and certification of cranes within Dubai. After any incident, modification, or repair, the equipment must be re-inspected before returning to service.

Lifting Plans

ADOSH-SF CoP 34.0 and CoP 53.0 require a written Lifting Plan for all crane lifts. For routine lifts, a generic lifting plan may be used. For critical lifts (defined as lifts exceeding 75% of the crane's Safe Working Load, tandem lifts, lifts over occupied areas, or lifts near overhead power lines), a detailed site-specific lifting plan prepared by a competent lifting engineer is mandatory. The lifting plan must be approved before the lift commences.

Excavators used as cranes are subject to all crane inspection and certification requirements under ADOSH-SF CoP 34.0. They must have a valid annual thorough examination certificate and the operator must hold a crane operator competency certificate when the excavator is being used for lifting.
