Driver Licensing and Vehicle Registration
All vehicles operating on UAE public roads must be registered with the relevant authority (RTA in Dubai, Abu Dhabi Traffic Police / DoT in Abu Dhabi, Sharjah Police, etc.) and drivers must hold a valid UAE driving licence for the appropriate vehicle category. For vehicles operating exclusively within a designated construction site, the RTA issues Special Nature Driving Permits (SNDPs) in Dubai. These permits are site-specific and cannot be used at other locations.

Dump Truck Safety Requirements
Dump trucks on UAE construction sites must comply with ADOSH-SF CoP 36.0 and CoP 44.0. All dump trucks must have a valid vehicle registration, a current roadworthiness certificate, and the driver must hold the appropriate UAE driving licence (Category E for heavy vehicles). Loads must be secured or covered to prevent spillage on public roads. Reversing alarms and cameras are mandatory.

Site Speed Limits and Traffic Rules
ADOSH-SF CoP 44.0 requires that site-specific speed limits are established and enforced on all construction sites. Speed limits must be posted at site entrances and at regular intervals. The maximum speed on a construction site is typically 15 km/h for heavy plant and 25 km/h for light vehicles, unless a lower limit is specified in the Traffic Management Plan.
