Regulatory Framework

Earthmoving plant on UAE construction sites is governed primarily by ADOSH-SF CoP 36.0 (Plant and Equipment) and CoP 44.0 (Traffic Management and Logistics). The Dubai Municipality Code of Construction Safety Practice also covers earthmoving plant operations. All powered mobile plant must be registered in the site plant register and have a current inspection certificate.

Operator Competency

ADOSH-SF CoP 36.0 requires that all operators of powered mobile plant hold a valid competency certificate for the specific type of plant they are operating. In Abu Dhabi, ADOSH-SF approved training is required. In Dubai, Dubai Municipality or approved third-party training is required. Operators must be medically fit and must not operate plant while fatigued, under the influence of alcohol, or taking medication that impairs judgement.

ROPS, FOPS, and Protective Structures

All excavators and earthmoving plant operating on UAE construction sites must be fitted with appropriate protective structures. Roll-Over Protective Structures (ROPS) protect the operator in the event of a rollover. Falling Object Protective Structures (FOPS) protect against falling objects. ADOSH-SF CoP 36.0 requires that ROPS and FOPS are fitted to all applicable plant and are not modified or removed without manufacturer approval.

Proximity Hazards and Exclusion Zones

ADOSH-SF CoP 36.0 and CoP 44.0 require that exclusion zones are established around all operating earthmoving plant. No person should be within the swing radius of an excavator unless the excavator is stationary and the operator is aware of their presence. Proximity warning devices (radar or ultrasonic) are recommended for all plant operating near pedestrians.
