The client should issue written Terms of Reference at mobilisation defining the PMC's scope, delegated limits, review periods, escalation route, reporting obligations and interfaces with the designer, contractor, authorities and client representatives. Ambiguous authority produces informal instructions, disputed variations and unmanaged safety decisions. The matrix below is a starting point — the executed contract prevails.

Avoid role confusion
The PMC must not take over the contractor's site supervision. It should demand competent supervision, verify that planned controls exist in the field, and escalate promptly when they do not.
