Confined spaces, ranging from utility chambers to storage tanks, present invisible hazards that can escalate rapidly. In the UAE, the Ministry of Human Resources and Emiratisation (MOHRE) emphasizes that workplace preventive measures must include protection against work injuries and dangers from equipment [1]. This duty is particularly relevant when managing the atmospheric and physical risks associated with restricted access areas.
Every entry must begin with a formal authorization process. This is not a clerical task but a technical verification that the space is safe to enter. Atmospheric monitoring is the primary defense against toxic gases or oxygen deficiency. Detectors must be calibrated and used to test all levels of the space—top, middle, and bottom—before entry and continuously throughout the shift.
The role of the attendant, or "hole watcher," is the linchpin of confined space safety. This individual must remain at the entry point at all times, maintaining constant communication with the workers inside. Their sole responsibility is to monitor the situation and initiate rescue procedures if necessary; they must never enter the space to attempt a rescue themselves.
