Case Study: Cutting Permit Defects by 71% on a Dubai High-Rise
How a 48-storey Dubai residential project moved from paper permits to a controlled digital system, and the four changes that produced almost all of the improvement.
The situation
A 48-storey residential tower in Dubai, peak workforce around 1,400, eleven subcontractors, and a permit system running on carbon-copy pads. The client's quarterly audit found defects on 34 of 50 sampled permits: missing RAMS references, unappointed issuers, expired permits still displayed, and no closure signatures. The consultant threatened to suspend hot works across the project.
What was actually wrong
- Permits were issued from three different site offices with no shared register, so conflicts were invisible.
- Issuer appointments existed but were never reconciled against signatures.
- Closure depended on the receiver walking a paper copy back to the office at the end of a 10-hour shift.
- Subcontractors printed their own pads, so the form itself varied by trade.
The four changes
- One register, one form. Every permit type moved to a single controlled template with a sequential reference, issued from one system regardless of which office raised it.
- Issuer control at the point of issue. The system refused to issue a permit under a name that was not on the current appointment list, which removed the largest single defect category in the first month.
- Conflict checking before issue. Simultaneous operations at the same level or vertically adjacent levels were flagged at issue rather than discovered by the HSE walk.
- Closure on the phone at the work front. Receivers closed permits where they stood, with a photograph of the reinstated area attached.

What did not work
The first attempt pushed the full desktop form onto phones and receivers stopped using it — too many fields to complete on a work front in 45°C. The form was cut to the fields that change per permit, with everything else pre-filled from the site and organisation defaults. Adoption went from roughly a third of permits to almost all of them within three weeks.
Transferable lessons
- Controlling who can issue is worth more than any amount of form redesign.
- Closure has to happen where the work is, or it will not happen at the right time.
- One register per project, not one per office — conflicts are only visible when everything is in one place.
- Measure permits expired without closure. It is the single best early indicator of a permit system drifting back to paper discipline.
