Case Study: Dubai High-Rise Contractor Rolls Out Site Safety UAE Across Three Towers
How an anonymised Dubai main contractor moved 40+ daily permits, MSRA revisions and incident evidence off email chains and into a single dashboard — in six weeks.
The contractor
A UAE-based main contractor running a three-tower high-rise development in downtown Dubai, with ~1,200 workers on site across their own workforce and eight active subcontractors. HSE team of seven, reporting into a project director and a group HSE manager off-site.
The problem
- 40+ permits per day distributed and signed on paper, then scanned and emailed for record.
- MSRA/RAMS versions living on shared drives — supervisors on site couldn't reliably tell which revision was current.
- Incident evidence spread across WhatsApp photos, email threads and site diary photos — reconstructing an event for a client review took days.
- Monthly authority return was a two-day exercise for the HSE team, pulling numbers from three separate spreadsheets.
The rollout
The contractor started on the free tier with one tower, ran a two-week pilot with the HSE team and permit issuers, and expanded to all three towers within six weeks. Sub-contractors were onboarded a fortnight into the rollout using QR-code gate passes and permit acknowledgements on mobile.
The results (three months in)
- Permit issue-to-close cycle time dropped from ~35 minutes to under 10.
- Zero missed authority notifications — the system flagged one incident as reportable that would previously have slipped through.
- Monthly authority return generation dropped from two days to under an hour.
- Two previously invisible SIMOPS conflicts (hot work overlapping with lifting) were caught by the conflict-detection engine and rescheduled before mobilisation.
- Near-miss reporting rate quadrupled — largely attributed to the mobile two-tap capture removing friction.

What we'd do differently
- Bring subcontractors in from day one, not week three — the two-week gap created a temporary parallel-record burden.
- Do the training in Arabic and English on the same day per crew, rather than sequentially — reduced cross-shift confusion.
- Set the KPI dashboard up before the first management review, not after — the first review triggered a scramble.
