MOHRE regulations for your UAE construction safety plan

MOHRE regulations that shape a UAE construction safety plan: the summer midday break, employer heat-stress duties and where to find the official MOHRE laws, plus Abu Dhabi and Dubai construction safety references.

What MOHRE requires in summer

The Ministry of Human Resources and Emiratisation (MOHRE) bans outdoor work in direct sunlight from 12:30 to 15:00 every year from 15 June to 15 September. Employers must provide shaded rest areas, cooling, drinking water and first aid. Your safety plan should show the revised shift pattern, who checks it, and how heat illness is reported.

Putting it into a UAE construction safety plan

  • List MOHRE and the emirate authority (ADOSH-SF in Abu Dhabi, Dubai Decree 19 of 2025 in Dubai) under legal requirements.
  • Record midday-break working hours and heat-stress controls under heat stress management.
  • Name who reports incidents and to which authority, following that authority's own rules.
  • Confirm current reporting steps directly with MOHRE and your emirate authority before relying on them.

Build yours with the safety plan builder, and see incident reporting and UAE HSE compliance checklists.
