1. UAE Regulatory Framework

The Midday Break bans outdoor work from 12:30 to 15:00 daily between 15 June and 15 September. ADOSH-SF CoP 1.0 (Thermal Work Environment) mandates a written Heat Stress Management Plan with WBGT monitoring, hydration provisions, acclimatisation and worker awareness training. Dubai Municipality Circular No. 197 aligns and adds enforcement powers.

2. Hydration Protocol

Workers lose 1–1.5 litres of sweat per hour in UAE summer conditions. The site rule is 1 cup (250 ml) of cool water every 20 minutes — not on demand. Electrolyte replacement (oral rehydration salts) is required after 2 hours of continuous exposure. Coffee, energy drinks and sugary sodas are prohibited during shifts. Water stations must be shaded, within 50 m of every work face, and refilled at least every 2 hours.

3. WBGT Monitoring & Work/Rest Cycles

WBGT is measured on site with a calibrated heat stress monitor at working height. Green (< 27.7 °C): normal work. Amber (27.7–30.5 °C): 45 min work / 15 min rest, mandatory hydration. Red (30.6–32.1 °C): 30/30 cycle, task review. Black (> 32.2 °C): only essential work with cooled PPE and continuous supervision. Readings are logged hourly and posted at the site entrance.

4. Acclimatisation

New and returning workers complete a 7-day acclimatisation programme: Day 1 = 20% workload, adding 20% each subsequent day. Workers returning after 7+ days of leave restart at 50%. During Ramadan, fasting workers are scheduled to lighter tasks, kept in shaded areas, and monitored by a buddy for signs of dehydration and fatigue.

5. Recognising Heat Illness

Heat rash: red bumps, prickly skin — move to cool area, keep skin dry. Heat cramps: painful muscle spasms — stop work, rehydrate with electrolytes. Heat exhaustion: heavy sweating, weakness, nausea, headache, cool clammy skin — remove from heat, loosen clothing, cool with wet cloth, sip water, do not return to work same day. Heat stroke (MEDICAL EMERGENCY): hot dry skin, confusion, seizures, loss of consciousness, body temp > 40 °C — call 998, move to shade, drench with water, fan aggressively, apply ice packs to neck/armpits/groin.

6. Site-Level Controls

Shaded rest areas with cooling fans within 100 m of every work face. Buddy system enforced — no lone working in Red or Black WBGT. Emergency cool-down station with ice bath, ORS supply and shaded stretcher within 200 m. Toolbox talks each morning during summer. First aiders trained in heat illness response; site nurse on standby for projects with > 200 workers. Reflective PPE and cooling vests issued for continuous outdoor tasks in Red/Black conditions.
