Trade Packs, Public Interface & CEMP Assurance
The three places where UAE projects most often meet somebody else's rules: the high-risk trades that need a designed sequence, the public who walk and drive past your hoarding, and the environmental commitments in your approved CEMP. Work each register item by item, note the evidence, export or print for the file.

Project and phase
Structural steel erection, precast and tilt-up, concrete pumping and placement, forklift and telehandler.
Trade packs register
- Open
ST-01 · Structural steel erection · Per erection zone / per revision
Erection method statement matches the designer's sequence
The erection sequence, temporary stability scheme and crane positions in the method statement are the ones the structural designer signed off — any field deviation goes back through management of change before steel moves.
Owner: Steel subcontractor engineer · Evidence: Stamped erection drawings + approved MS/RA revision
- Open
ST-02 · Structural steel erection · Every lift release
Temporary bracing and guys installed before release
No lifting accessory is released from a member until the specified temporary bracing, guys or bolted connections are installed and checked by the erection supervisor.
Owner: Erection supervisor · Evidence: Release checklist signed per member/frame
- Open
ST-03 · Structural steel erection · Per connection lot
Bolt torque and weld inspection records closed out
Bolting torque records and weld NDT reports are collected per connection lot and reconciled against the erection drawings before the frame is loaded out or decked.
Owner: QA/QC engineer · Evidence: Torque log, NDT reports, inspection & test plan sign-off
- Open
ST-04 · Structural steel erection · Daily before work
Fall protection: anchorage designed, not improvised
Static lines, anchor points and net systems used at height are specified with rated capacity, installed by trained persons and inspected before each shift — steel members are not used as anchors unless the designer allows it.
Owner: HSE officer / erection supervisor · Evidence: Anchorage design note + pre-use inspection tags
- Open
ST-05 · Structural steel erection · Each shift and each move
Exclusion zone under and around the erection front
The drop zone is barricaded, signed and manned; no other trade works under or adjacent to live erection, and the boundary is re-set each time the erection front moves.
Owner: Site supervisor · Evidence: Daily zone plan / permit with barricade photos
- Open
PC-01 · Precast & tilt-up · Per element type
Lifting inserts and rigging verified against element data
Each element's mass, centre of gravity, insert type and rated capacity are confirmed against the manufacturer's data sheet before rigging; only matched, certified lifting clutches are used.
Owner: Lifting supervisor · Evidence: Element data sheet + rigging register
- Open
PC-02 · Precast & tilt-up · Per pour / per element
Concrete strength confirmed before lift or prop release
Lift-off and prop-removal only after test results confirm the strength stated in the design (field-cured cubes/cylinders, not the 28-day default) — recorded against the element reference.
Owner: QA/QC engineer · Evidence: Cube/cylinder test certificates keyed to element IDs
- Open
PC-03 · Precast & tilt-up · Per element until permanent connection
Propping design, install and removal controlled
Temporary props follow a designed layout with specified capacity, base fixings and wind case; removal is authorised in writing by the temporary works coordinator only.
Owner: Temporary works coordinator · Evidence: Prop layout drawing, install check, removal permit
- Open
PC-04 · Precast & tilt-up · Continuous during lifts
Wind limits and stability during erection
A wind speed limit for panel handling is set from the element area and rigging arrangement, measured on site, and erection stops when it is exceeded — not judged by feel.
Owner: Lifting supervisor · Evidence: Anemometer log against stated limit
- Open
PC-05 · Precast & tilt-up · Weekly and on delivery
Storage, stillages and transport on site
Panels are stored in designed stillages or racks on prepared ground, with no leaning stacks, and internal transport routes are checked for grade, edge proximity and overhead services.
Owner: Site logistics · Evidence: Storage area layout + weekly inspection
- Open
CP-01 · Concrete pumping & placement · Every set-up
Outrigger ground bearing assessed and matted
Boom pump set-up point has a ground bearing assessment covering backfill, basements, culverts and trenches, with mats sized accordingly; the set-up is checked before the first stroke.
Owner: Temporary works coordinator / pump operator · Evidence: Set-up plan with ground bearing calc + pre-pour check
- Open
CP-02 · Concrete pumping & placement · Every pour
Boom exclusion zone and overhead services
The full boom slew radius is barricaded with the overhead power clearance confirmed; no work or parking under the boom path, and the operator has clear sight or a banksman with radio.
Owner: Site supervisor · Evidence: Pump permit with radius plan and services check
- Open
CP-03 · Concrete pumping & placement · Every pour
Line pump / pipeline restraint and blockage procedure
Delivery lines are clamped and restrained at bends and risers; a written blockage-clearing procedure with pressure release and exclusion is briefed before the pour and followed if the line blocks.
Owner: Pump contractor supervisor · Evidence: Pre-pour briefing record + line restraint check
- Open
CP-04 · Concrete pumping & placement · Every pour
Formwork and falsework loading rate controlled
Pour rate, drop height and sequence stay within the falsework designer's limits; a competent watchperson monitors props and ties throughout the pour with authority to stop.
Owner: Temporary works coordinator · Evidence: Pour card with rate limit + watchperson log
- Open
CP-05 · Concrete pumping & placement · Every pour
Washout, silica and skin exposure control
Designated bunded washout is provided (no discharge to drains or ground); wet-concrete skin contact controls, eye wash and cutting/grinding dust suppression are in place for the crew.
Owner: HSE officer / environmental officer · Evidence: Washout area photo, PPE issue, dust control record
- Open
FL-01 · Forklift & telehandler · On mobilisation + expiry tracking
Operator licence, familiarisation and machine match
Operator holds a current third-party licence for the class of machine, has documented site and machine familiarisation, and is not assigned to attachments they are not trained on.
Owner: Plant coordinator · Evidence: Operator licence register + familiarisation record
- Open
FL-02 · Forklift & telehandler · Per task
Load chart, attachments and telehandler as a crane
The load chart for the fitted attachment is in the cab and used; when a telehandler lifts on hook or jib it is treated as a lifting operation with a lift plan and certified accessories.
Owner: Lifting supervisor · Evidence: Load chart in cab, lift plan for suspended loads
- Open
FL-03 · Forklift & telehandler · Daily
Pedestrian segregation and blind-corner control
Traffic management gives pedestrians a physically separated route; blind corners have mirrors, banksmen or reduced speed, and reversing has an aid or spotter.
Owner: Site logistics / traffic marshal · Evidence: Traffic management plan + daily walk check
- Open
FL-04 · Forklift & telehandler · Every shift
Pre-use inspection and defect lock-out
Documented pre-shift inspection covers tyres, forks/carriage, hydraulics, brakes, seatbelt, warning devices and load chart; defective machines are tagged out until repaired and re-checked.
Owner: Operator / plant coordinator · Evidence: Pre-use checklist book + defect tag register
- Open
FL-05 · Forklift & telehandler · Per occurrence
No riding, no man-cage without approval
Personnel are never carried on forks or loads; work platforms on a telehandler are only used with a manufacturer-approved cage, integrated controls and a written justification that no safer access exists.
Owner: Site supervisor · Evidence: Approved cage certificate + task justification
