Every tier is an employer

On a typical UAE project the tier count grows quickly: main contractor, nominated specialists, labour supply, plant hire. Federal Decree-Law No. 33 of 2021 places the occupational safety duty on the employer of the workers, which means it repeats at every tier rather than concentrating at the top.

For a PMC that has a simple consequence: assurance has to reach the tier doing the work, not stop at the party that signed the main contract.

Pre-qualification that can be re-tested

Ask for evidence with a date and an issuer, so it can be checked again later.

  • Trade licence and, where applicable, HSE registration with the controlling authority such as Trakhees.
  • Named supervision with competency records for the specific high-risk activities in scope.
  • Third-party inspection certificates for lifting equipment, access equipment and temporary works.
  • Method statements and risk assessments for the actual method, not a library copy.
  • Worker welfare arrangements including accommodation, transport and heat-stress measures.

Interface control is the real work

Most serious site events involve two activities that were each planned safely in isolation: lifting over an occupied area, hot work above a stored material, excavation next to live services. The PMC is usually the only party with a full view of who is where, which makes daily coordination and the simultaneous-operations discussion a PMC deliverable in practice.

Findings that close

A finding needs a severity level, a named owner, a due date and evidence for close-out. Without those four fields, audits repeat the same observation month after month. Tracking them per organisation — rather than in a spreadsheet on one laptop — is what makes the trend visible.
