Authority NOC / building permit displayed at the gate
Emergency response plan current and posted
Subcontractor HSE documents reviewed and approved
Training and competency records available for all workers
Inspection registers for plant and tools up to date
Previous inspection findings reviewed and closed or tracked

Site access, security & traffic

Perimeter hoarding intact with no gaps or damage
Gate controlled with sign-in register or access cards
Visitors inducted and issued PPE before entry
Traffic management plan in place and followed
Pedestrian walkways segregated from vehicles
Banksmen present for reversing and plant movements
Speed limit signs posted and observed
Delivery and laydown areas marked and controlled
Site signage in English, Arabic and relevant worker languages
Adequate lighting for night or low-light areas

Housekeeping & welfare

Walkways and access routes clear of materials and debris
Waste segregated into marked skips and removed regularly
Materials stacked safely and within height limits
Drinking water available, cool and clean at all work areas
Shaded rest areas provided and maintained
Toilets clean, sufficient in number and stocked
Hand-washing facilities with soap available
Eating area separate from work areas and hygienic

Heat stress & health

Midday break observed during the summer ban period

Excavation & confined spaces

Excavation permit issued and valid
Underground services located and marked before digging
Sides shored, battered or stepped per depth
Barriers and signs around all excavations
Safe access and egress ladders within excavations
Spoil kept away from excavation edges
Confined spaces identified, signed and locked
Gas testing done and recorded before entry
Standby person and rescue equipment present
Excavations inspected daily and after rain

Lifting operations & plant

Lifting plan approved for each lift
Crane third-party certificate valid
Lifting accessories colour-coded and in date
Operators and riggers hold valid certificates
Outriggers on firm, level ground with pads
Wind speed monitored and limits respected
Plant daily pre-use checks completed
Reversing alarms and beacons working
Seat belts worn in plant with ROPS
Plant keys controlled when unattended

Electrical safety

Distribution boards locked, labelled and IP-rated
RCD / ELCB protection tested and recorded
Cables routed overhead or protected, not in water
Portable tools tested and tagged
No damaged plugs, sockets or extension leads
Isolation / LOTO procedures followed
Generators earthed and fuelled safely
Only authorised electricians working on live systems
Temporary lighting adequate and safely installed
Overhead power lines identified with clearance controls

Fire & emergency

Fire extinguishers present, accessible and inspected
Hot work permits and fire watch in place
Flammables stored in approved cabinets away from ignition
Emergency exits and routes clear and signed
Assembly points marked and communicated
Fire drill conducted within the required interval
First aid kits stocked and first aiders on each shift
Emergency contact numbers posted
Eyewash / safety shower available where chemicals used
Smoking restricted to designated areas

PPE, chemicals & environment

All workers wearing hard hats, boots and hi-vis
Task-specific PPE (gloves, goggles, masks) used
PPE stock available and damaged PPE replaced
Chemical inventory and SDS available on site
Chemicals labelled and stored with secondary containment
COSHH assessments available for hazardous substances
