UAE Permit-to-Work Software: Digital PTW, Approval Chains and Audit Evidence

How UAE contractors run digital permit-to-work for hot work, lifting, confined space, excavation and SIMOPS — approval chains, isolation control, expiry handling and the audit evidence an inspector asks for.

A permit to work is a control decision, not a form. It records that a specific high-risk activity was assessed, that the conditions and isolations required to make it safe were verified on site, that a competent person authorised it for a defined window, and that the area was returned to a safe state at closeout. Digital permit-to-work software is valuable only where it makes that decision faster to reach, harder to skip, and easier to prove afterwards.

On UAE construction projects the pressure points are consistent: several contractors working the same footprint, permits raised in the morning rush, expiry times that pass unnoticed, and an audit request weeks later for evidence that a specific lift or hot-work task was properly controlled. Paper handles the first hour of that lifecycle and fails the rest.

The five permit types that carry most of the risk

Design the approval chain before you digitise it

The most common failure when moving to digital PTW is copying an unclear paper process. Decide first who requests, who verifies conditions physically, who authorises, and who is entitled to suspend. Each role should map to named competence evidence — an appointed person for lifting, an authorised gas tester, a confined-space attendant — so an approval cannot be issued by whoever happens to be available.

  1. Request: the executing contractor states scope, location, timing, method reference and the crew involved.
  2. Verification: a competent person confirms on site that isolations, testing, access and controls exist as described.
  3. Authorisation: the permit issuer accepts residual risk for a stated window and lists mandatory conditions.
  4. Live control: extensions, suspensions and shift handovers are recorded against the same permit, not a new one.
  5. Closeout: the area is inspected, isolations removed under control, and the permit closed with evidence attached.

Expiry, extension and simultaneous operations

Time is the control most often lost. A digital system should show every live permit against the clock, warn the issuer before expiry, and require a positive extension decision with a re-verification step rather than an implicit rollover. Overlap is the second: when two permits claim the same zone in the same window, the system should surface the conflict at issue time so a SIMOPS review happens before work starts, not after a near miss.

ISO describes ISO 45001 as a framework for managing occupational health and safety risk and improving performance, which in permit terms means demonstrating that controls were planned, applied, monitored and reviewed — not merely documented.

The audit evidence pack a permit should produce

  • Permit record with issue, extension, suspension and closeout timestamps and named approvers.
  • The risk assessment or method statement revision that was current at issue time.
  • Competence evidence for the roles that authorised and executed the work.
  • Equipment and third-party certification valid across the permit window.
  • Field evidence: photographs of isolations, barriers, gas readings and the closed-out area.
  • Any findings raised during the work, with corrective actions and verified closure.

Assemble that pack automatically. A contractor who has to rebuild permit history manually before a client audit is carrying an avoidable cost and an unnecessary risk of gaps.

A practical rollout sequence

Start with one permit type on one project — hot work or lifting is usually the clearest — and run it in parallel with paper for two weeks. Measure time-to-approval, the share of permits closed out on time, and the number of permits extended without re-verification. When those three numbers are healthy, add the remaining types and switch off paper. Only then connect permits to inspections, corrective actions and the KPI dashboard so live permit data feeds management review.
