Confined Space Fatalities — What UAE Projects Keep Getting Wrong
Analysis of confined-space near-misses and one publicly reported fatality on a UAE infrastructure project in early 2026, and the atmospheric monitoring gaps that keep appearing in investigations.
The confined-space fatality reported on a UAE sewerage infrastructure project in Q1 2026 followed a pattern that has become depressingly familiar: a rescuer entering without SCBA to help a colleague who had collapsed inside a wet well. The primary victim was overcome by hydrogen sulphide; the secondary victim, a supervisor, entered without breathing apparatus and did not come out.
The four questions every entry must answer
- Is it actually a confined space? Manholes, tanks, wet wells, unventilated basements and large ductwork all qualify — familiarity is not exemption.
- What is the atmosphere doing right now? Continuous monitoring, not spot readings, with O2, LEL, CO and H2S as minimum.
- Who is the trained standby person and what is the rescue plan? A colleague without SCBA is not a rescue plan.
- What is the communication method? Voice, radio, line signal — tested before entry.
H2S on UAE infrastructure works
Sewerage networks, treatment plants and any excavation into contaminated ground can produce H2S at concentrations lethal within minutes. Fixed 10 ppm alarms with 100 ppm high-alarm are the accepted minimum. Anyone who's tested a UAE wet well knows readings can jump from 0 to 200+ ppm in seconds — continuous monitoring inside the space, not just at the top, is the difference.
Rescue: pre-planned, not improvised
- Tripod, winch and full-body harness rigged and tested before the entrant descends.
- Standby person trained, in position and does not enter under any circumstances.
- SCBA-equipped rescue team on site or within pre-verified response time — not "we'll call 999".
- Rescue drill run at least quarterly, findings closed out.
Documentation the authority will want after an incident
MSRA specific to the space, atmospheric log from the shift, permit with independent authorisation, training records for entrant/standby/rescue team, rescue equipment inspection register, and toolbox talk attendance. All of these should be linked to the permit — not scattered across three drives.
