Lockout/Tagout on UAE Sites — Where 2026 Audits Are Finding Gaps

Lockout/tagout gaps have been the most common electrical-safety finding across UAE MEP fit-out and industrial project audits in the first half of 2026. The failures are consistent enough to be predictable.

The five recurring gaps

• Group locks used without personal locks — one person's absence unlocks the isolation for everyone.
• Tagout-only where a physical lock is possible — tags stop honest mistakes, not deliberate re-energisation.
• Stored energy not verified — capacitors, springs, hydraulic accumulators, elevated masses.
• Try-out step skipped — the isolation is assumed rather than tested by attempting to start the equipment.
• Multi-source isolations missing one source — most commonly the control-voltage feed on a large piece of plant.

Competency and authorisation

LOTO is not a general skill — authorised persons should be listed by name against each equipment category, trained to the specific isolation procedure and re-assessed annually. The list should be visible in the permit workflow, not stored in an HR file.

Permit-to-work integration

Every LOTO event should be attached to a permit-to-work with the isolation certificate, energy verification results and try-out evidence. When the permit closes, the LOTO must be lifted in reverse order and the equipment tested. The platform's electrical isolation workflow enforces this order and archives the evidence.
