The MoHRE midday-break rule continues to run 12:30–15:00 from 15 June to 15 September in 2026, with fines for violations tiered by worker count and repeat status. What has changed this year is the visible increase in unannounced inspections — reports from projects in Al Quoz, Musaffah and Sharjah industrial areas describe inspectors on site within 30 minutes of the break window starting.

What inspectors are checking in 2026

  • Physical evidence that outdoor work has stopped — not just the timesheet.
  • Shaded, ventilated rest areas actually occupied (empty rest areas suggest workers were sent elsewhere).
  • Cool drinking water available at rest locations.
  • Break-time signage in the languages of the workforce.
  • Weekly toolbox talk on midday-break rules with attendance signed.

Common enforcement pitfalls

  • Subcontractor crews continuing work in "shaded" areas that are only partially covered.
  • Indoor work exemption misapplied — the exemption is narrow and covers only work that cannot be interrupted for technical or safety reasons.
  • Rest areas too far from the work face — workers stay near the task instead.
  • Photo evidence of compliance not timestamped or geo-tagged.
