Heat Stress Management on UAE Construction Sites — 2026 Playbook

The 2026 UAE summer has already produced several publicly reported heat-related site incidents in the first weeks of the MoHRE midday-break period. Ambient temperatures in Sharjah, Ras Al Khaimah and inland Abu Dhabi have repeatedly cleared 47°C, with radiant heat off steel decks and concrete slabs pushing effective exposures well above that. This playbook is what a defensible heat-stress programme looks like on a UAE site in 2026.

Move from ambient temperature to WBGT

A dry-bulb thermometer under-reports the real physiological load on workers. WBGT (Wet Bulb Globe Temperature) captures humidity, radiant heat and air movement — the combination that actually drives core-temperature rise. Every project should have at least one WBGT meter per active zone, logged hourly during peak season and tied to pre-agreed work-rest thresholds.

Acclimatisation is not optional

• New arrivals and workers returning from leave >7 days follow a 5-day graded exposure: 20% workload day 1, stepping up to 100% by day 5.
• Log acclimatisation status against the worker record — supervisors check before task assignment.
• Heat-illness incidents cluster in the first week of exposure; the acclimatisation register is the first thing an ADOSH-SF (formerly OSHAD) or MoHRE inspector will ask for after a heat incident.

Work-rest thresholds (baseline)

• WBGT < 28°C: normal work, hydration reminders.
• WBGT 28–30°C: 45/15 work-rest for heavy tasks, cool water at every location.
• WBGT 30–32°C: 30/30 work-rest for heavy tasks, mandatory shaded rest, buddy check every cycle.
• WBGT > 32°C: stop heavy outdoor tasks, shift to sheltered work or stand down.

Cooling stations that actually work

• Shaded, ventilated, not just a canvas roof over hot ground.
• Cool (not iced) water — iced water slows gastric emptying and can worsen dehydration.
• Electrolyte sachets available, not sugary drinks.
• Cooling towels, misting fans, or immersion arm-bins for rapid cooldown.
• Located within 100 m of the work face, not just at the welfare block.

Escalation triggers — heat stroke is a red-flag emergency

Cramps and light-headedness are heat exhaustion; hot dry skin, confusion, loss of coordination or collapse is heat stroke and it is a life-threatening emergency. On-site response is immediate cooling (cold-water immersion is the gold standard where available, or continuous cool-water dousing plus fanning) while activating EMS. Do not wait for the ambulance to start cooling — every minute above 40°C core temperature increases mortality.
