Heat Stress & Midday Break Readiness Checklist (UAE)

The UAE midday break rule is the most visibly enforced HSE requirement in the country, and it is only the floor. Heat illness cases cluster in the two weeks after a new crew arrives and in the hour before the break, not at the hottest point of the day. This checklist covers both the legal requirement and the controls that actually prevent casualties.

Before the season starts

• Midday break dates and hours confirmed against the current MOHRE announcement and posted at every gate in the workforce's languages.
• Programme re-planned around the break — not absorbed as overtime later in the day.
• Shaded rest areas sized for peak headcount, with seating, ventilation or cooling, and reachable within a short walk of every work front.
• Drinking water plan: quantity per worker per day, chilled supply points, replenishment schedule and named owner.
• Electrolyte supplementation available and briefed — water alone is not enough for a full outdoor shift.
• Acclimatisation plan for new arrivals and returning leave crews: reduced exposure ramped over the first week.

Daily controls

• Daily heat index checked and the site flag level communicated at the toolbox talk.
• Work-rest cycles adjusted by flag level, with the cycle written down rather than left to supervisor judgement.
• Buddy system for outdoor and high-exertion tasks; supervisors briefed on early symptoms.
• High-risk tasks (confined space, roof work, PPE-heavy work, hot work) rescheduled to the cooler window.
• Water point checks logged — temperature and quantity, twice per shift.

Casualty response

1. Recognise: confusion, staggering, stopping sweating, collapse — treat as heat stroke until proven otherwise.
2. Move to shade or the cool-down area immediately; do not wait for transport.
3. Cool aggressively — water, airflow, ice packs to neck, armpits and groin.
4. Call emergency services; do not drive a collapsed worker in a private vehicle.
5. Record the case in the first aid register and review the work front before restarting it.

Records inspectors ask for

One honest heat-illness near miss recorded in June is worth more than a clean register in September. Trend the near misses and move the work, not the paperwork.
