Fire Safety & Civil Defense

🔥 Fire safety in a UAE labour camp is not optional. It is a zero-tolerance area.

Every accommodation facility in the UAE must comply with the UAE Fire and Life Safety Code of Practice (Civil Defense, Ministry of Interior) and the relevant NFPA standards — particularly NFPA 10 for extinguishers and NFPA 101 for emergency exits.

Here is what inspectors will look for:

🚨 Fire Detection & Suppression
A functioning fire alarm system with public announcement capability is mandatory. Fire extinguishers must be deployed at one per 200–300 m² of floor area. Firefighting water reservoirs, supply systems, and pumps must meet Civil Defense specifications.

🚪 Emergency Exits
All exits must be unobstructed at all times, clearly marked, and illuminated by emergency lighting powered by chargeable backup devices in case of power failure. Stairways used for firefighting must be a minimum of 1,200 mm wide.

📍 Muster Points
Assembly areas must be clearly designated, well-lit, and accessible without navigating steep stairs or narrow corridors. Evacuation plans must be prominently displayed throughout the facility.

🚬 Smoking
Designated outdoor smoking areas only. No exceptions.

🏗️ Building Materials
All building materials must be non-flammable and approved by the Civil Defense Directorate. Doors must be fireproof.

What changed in 2026 (Ministerial Resolution No. 122)

📋 MoHRE just raised the bar. Here is exactly what changed for UAE labour camp operators in 2026.

Ministerial Resolution No. 122 of 2026 came into force in February 2026 and introduced seven significant new mandatory requirements for all employer-provided accommodation in the UAE. If you manage, own, or inspect a labour camp — these apply to you now.

Here is the complete list of new obligations:

1. Free Internet — Mandatory
High-speed internet coverage must be provided across all accommodation areas at no cost to workers. This is no longer a welfare bonus — it is a legal requirement.

2. 24/7 Medical Clinics
Accommodations housing 1,000 or more workers must now operate a fully staffed medical clinic around the clock. Smaller facilities must maintain a qualified nurse and first-aid room.

3. Supervisor Ratio — 1 per 200 Workers
A minimum of one supervisor per 200 workers must be available 24 hours a day, 7 days a week, acting as the primary liaison between the workforce and management.

4. CCTV at All Entrances and Common Areas
Comprehensive CCTV surveillance is now mandatory at all entrances, exits, and common areas — not just the main gate.

5. Facilities for People of Determination
Dedicated, accessible facilities for workers with disabilities or injuries are now a legal requirement, not a recommendation.

6. Electronic Contact Point — Labour Claims Center
Every accommodation must provide an electronic contact point giving workers direct access to the Ministry's Labour Consultations and Claims Center.

7. Specialised Maintenance and Cleaning Contracts
Accommodation operators must now hold active contracts with specialised maintenance and cleaning companies. Ad-hoc arrangements are no longer sufficient.

These requirements apply to all accommodations across all seven emirates and free zones, in addition to the existing Cabinet Resolution No. 13 of 2009 standards.

Emirate-by-emirate authority breakdown

🗺️ Operating a labour camp in the UAE? Federal law is just the starting point.

Every employer providing worker accommodation must comply with UAE federal MoHRE standards — but each emirate also has its own regulatory authority that can impose additional requirements, conduct independent inspections, and issue its own penalties.

Here is the authority landscape you need to know:

🏛️ Abu Dhabi — ADOSH-SF (Abu Dhabi Occupational Safety & Health System Framework), administered by ADPHC. Applies to all permanent and temporary employer-supplied accommodation. CoP 18.0 and 18.1 are the key documents.

🏛️ Dubai — Dubai Municipality (Health and Safety Department). Administrative Resolution No. 110 of 2020 regulates services at accommodation including clinics, groceries, and barbershops. Technical Guidelines DM-HSD-GU85-LAC2 apply.

🏛️ Sharjah — Sharjah Prevention and Safety Authority (SPSA / OSHJ). Guideline OSHJ-GL-05 covers all employer-supplied accommodation and requires compliance with the UAE Fire and Life Safety Code and AMAN requirements.

🏛️ Ajman — Ajman Municipality and Planning Department; federal MoHRE standards as the primary framework.

🏛️ Ras Al Khaimah — RAK Municipality + RAKEZ for industrial zones. RAKEZ provides its own managed worker accommodation with specific health, safety, and environment requirements.

🏛️ Fujairah — Fujairah Municipality; federal MoHRE standards, with local building and planning approvals.

🏛️ Umm Al Quwain — UAQ Municipality; federal MoHRE standards as the primary framework.

🏛️ Free Zones — Each free zone authority (Trakhees for JAFZA and Dubai free zones, RAKEZ, KIZAD and others) may impose supplementary requirements. Cabinet Resolution No. 13 of 2009 Article 5 explicitly applies to all UAE zones including free zones.

The practical implication: a camp in Abu Dhabi must satisfy both MoHRE federal standards and ADOSH-SF requirements. A camp in a Dubai free zone must satisfy MoHRE, Dubai Municipality, and Trakhees requirements.
