RAKEZ HSE Construction Regulation 2023
- Construction stage approvals required before each phase commences
- NOC required for night work from RAKEZ HSE Department
- HS&E Plan mandatory — risk assessment, reduction, communication, review
- Permit-to-Work system: hot work, cold work, excavation, confined space, WAH
- Incident reporting mandatory — near misses, injuries, dangerous occurrences
- Emergency management plan with muster points and evacuation procedures
Lifting Operations (ENAS/BS 7121)
- All lifting equipment must be inspected to ENAS ETR 06 / BS 7121 standards
- Thorough examination by competent person every 12 months (6 months for accessories)

- Crane operator competency certificate required
- Exclusion zones mandatory during all lifting operations
Environmental Controls (EPDA)
- Annual environmental licence required from EPDA for industrial employers
- Industrial/domestic wastewater must be segregated
- No direct discharge to sea without EPDA permit
- Industrial soakaways prohibited — dewatering permits required from EPDA/PSD
- No open burning — Cabinet Decree No. 12 of 2006
- Hazardous materials: import, storage, handling, disposal per EPDA controls
