1. Why Traffic Management Matters
Being struck by moving plant or vehicles accounts for roughly 25% of all construction fatalities globally, and the proportion is likely higher on UAE sites where heavy plant, delivery vehicles and workers share space in extreme heat. Every one of these fatalities was preventable — with a Traffic Management Plan that was planned, implemented and enforced. Site traffic management is not a paperwork exercise; it is a life-saving system.
2. The Traffic Management Plan
A TMP is a documented plan that describes how vehicle and pedestrian movements will be managed to prevent collisions and struck-by fatalities. It must be prepared BEFORE any vehicle accesses the site and updated whenever conditions change. Required contents: site layout showing all vehicle and pedestrian routes, speed limits, pedestrian segregation methods, banksman requirements, delivery management, and emergency procedures. Mandatory under UAE Federal Decree-Law No. 33 of 2021 and the Dubai Municipality Code of Construction Safety Practice.
3. Pedestrian-Vehicle Segregation
The goal is to eliminate the pedestrian-vehicle interface — so that pedestrians and vehicles never share the same space at the same time. Hierarchy of controls: (1) HARD physical barriers — concrete Jersey barriers, steel Heras fencing (most effective). (2) Painted walkways with kerbs. (3) Designated crossing points with signage. (4) Exclusion zones around active vehicle movements. PPE alone is NOT traffic management.
4. The Banksman and Reversing Controls
A trained banksman is required for ALL reversing movements, ALL vehicle movements in areas where pedestrians are present, and ALL loading and unloading operations. No vehicle may reverse on this site without a banksman in position and in eye contact with the driver — no exceptions. The banksman uses standard hand signals; drivers must respond immediately. Emergency stop = both arms raised vertically, palms facing outward. Reversing is the highest-risk vehicle movement — the driver's blind spot is where fatalities occur.
5. Site Entrances, Deliveries and Speed
Every vehicle entering the site must be registered at the gate and every driver must have received a site vehicle induction covering the speed limit, one-way system, banksman requirement and designated unloading area. Every delivery must land in a designated unloading area with a banksman assigned. The site speed limit is 10 km/h for ALL vehicles at all times — including client, delivery and management vehicles. Speed bumps at the entrance, at pedestrian crossings and at regular intervals along vehicle routes enforce it without management intervention.
6. Signage, Enforcement and Accountability
Mandatory signs at the site entrance: PPE required, 10 km/h speed limit, banksman controlled area, no unauthorised access. Along vehicle routes: speed limit, pedestrian crossing, exclusion zone, one-way arrows. A dirty, faded or obscured sign is not a sign — it is a false sense of security. Inspect all signage weekly. Under UAE Federal Decree-Law No. 33 of 2021, the employer (main contractor) is legally responsible for implementing and enforcing the TMP. A speed limit sign without enforcement is decoration; a banksman requirement without enforcement is a wish.
