Module Content
1. UAE Legal Framework
Federal Decree-Law No. 33 of 2021 (Labour Law) Articles 13 and 14, and Cabinet Resolution No. 1 of 2022, establish the employer's duty to provide a safe workplace. ADOSH-SF, Dubai Municipality Code of Construction Safety Practice, and Trakhees CSR extend these duties to project delivery. Non-compliance carries fines from AED 5,000 to AED 1,000,000 and site closure powers.
2. Hudson Culture Maturity Model
Five levels: Pathological (who cares as long as we don't get caught), Reactive (safety matters after incidents), Calculative (we manage safety), Proactive (we work on the problems we still find), and Generative (safety is how we do business). Aim for Proactive minimum on all UAE construction sites.
3. Caring Demeanor
Intervene from concern, not authority. Approach the worker, use their name, describe the observed behaviour, ask what would help, agree the correction, and thank them. Never intervene in front of a crowd unless imminent danger. Log the intervention as a positive observation, not a violation.
4. Root Cause Analysis
The 5-Why method: keep asking 'why' until you reach a system cause, not a person cause. 'Worker didn't wear harness' is never the root cause — 'no anchor point was designed for this task' usually is. Every UAE reportable incident (LTI, fatality, serious near-miss) requires an RCA within 72 hours.
5. Accountability vs Blame
Accountability is forward-looking: what will you do differently next time. Blame is backward-looking: who do we punish. A Just Culture separates human error (coach), at-risk behaviour (retrain), and reckless behaviour (discipline). Site leaders must apply the same standard to themselves.
6. Leading Indicators
Track proactive metrics: near-miss reports per 100,000 hours, close-out rate of corrective actions within 14 days, toolbox talk attendance, safety observations by managers, and permit-to-work quality audits. Lagging indicators (LTI, TRIR) tell you the past — leading indicators shape the future.
