UAE Workplace Safety Updates 2026: What Changed, Who Is Affected and Where to Find the Rules

UAE employers reviewing their safety requirements in 2026 need to look beyond a single Code of Practice. This review covers federal workplace-safety instruments, revised Abu Dhabi Codes of Practice, a Dubai construction-safety guide, and construction-related instruments in Ras Al Khaimah. Details that could not be independently checked against accessible official text are identified below. 1 4 19

These changes do not create a single UAE-wide safety code. Some apply nationally, others within a particular emirate, and some are limited to a free-zone regulator’s jurisdiction. A revised document may introduce new duties, update existing references, or simply make editorial corrections. Understanding that difference is essential before changing procedures or describing a requirement as “new.”

Federal updates: female-employee safety and industrial-gas facilities

Female-employee safety amendment: unconfirmed operative details

Not yet verified

Unconfirmed as at 28 October 2026: the supplied article identifies MOHRE Administrative Decree No. 10 of 2026 as adding Article 6 bis, “Safety of Female Employees,” to the Occupational Health and Safety Procedures Manual under Administrative Decree No. 19 of 2023. The official download address names the amendment, but its text could not be retrieved and no accessible official replacement was confirmed. A filename alone does not verify the provision, duties or commencement. 1

The supplied article describes suitable PPE, pregnancy and breastfeeding arrangements, reproductive-health hazards and training, including an individual assessment without delay and within five working days of the relevant notification. The exact deadline, notification trigger, review obligation and protection of salary or rights must be confirmed against the official decree before being used as an operational legal deadline. 1

Pending confirmation of the amendment, do not treat the reported provisions as verified new legal duties. As general risk-management practice, PPE selection should account for proper fit and sizing, and employers should assess relevant workplace hazards. Independently regulated free-zone employment regimes require an applicability check with the relevant authority.

The supplied article reports commencement upon promulgation without a stated promulgation date. This wording could not be independently confirmed here; no exact commencement date should be inferred from an upload date. 1

Industrial-gas facilities: a separate national safety regulation

Confirmed against the official record and English legal-text download on 28 October 2026: Cabinet Resolution No. 15 of 2026 establishes the UAE Safety Requirements Regulation for Industrial Gas Facilities. The UAE Legislation Portal gives an issue date of 18 March 2026, Gazette publication on 31 March 2026 and an effective date of 1 April 2026. Article 30 states that it enters into force on the day following Gazette publication. 2

Article 2 covers industrial-gas facilities in the UAE, including free zones, and lists production, filling, import/export, transport, storage, cylinder and tank inspection, testing and requalification, and associated equipment and logistics. Article 2(2) excludes petroleum-gas and natural-gas facilities and the listed related products, pipelines, containers and transport. This is a sector-specific regulation, not a general new duty for every workplace. 2

Article 3 addresses prevention and safety policies, a periodically reviewed risk register, safety signs and protective equipment. The official download includes annexes with training, emergency/fire arrangements and a Safety and Health Committee. Article 28 requires facilities to regularize their status within 365 days of entry into force; it allows the Cabinet, on the Minister’s proposal, to extend the period for a further period not exceeding 365 days. This review does not establish that an extension has been granted. Check the full text and applicable annexes for the particular facility. 2

The midday work restriction is not a newly introduced 2026 rule

The UAE Government’s official working-hours page confirms that Ministerial Resolution No. 44 of 2022 prohibits work directly under the sun and in open places between 12:30 pm and 3:00 pm, from 15 June to 15 September every year. This is an annual restriction, not a new rule first introduced in 2026. 3

The separate MOHRE 2026 announcement could not be retrieved during this review, so the supplied article’s “22nd consecutive year” wording remains unconfirmed and is not relied on here.

Confirmed official reference: UAE Government working-hours guidance, citing Ministerial Resolution No. 44 of 2022. This supports the recurring dates and hours, not the unavailable announcement’s anniversary wording.

Abu Dhabi: CoP revisions, medical screening and professional registration

Check each CoP’s version, revision and effective date

The ADPHC library is not uniformly V4.1. The Core Manual and most mechanisms remain V4.0. CoP 23 Working at Height and CoP 34 Lifting Equipment have V4.1 PDFs dated 16 February 2026; the live index lists CoP 44 Traffic Management and Logistics and CoP 1.1 Asbestos as V4.1, effective 27 February 2026. Check each applicable document and index entry separately rather than applying one date to the entire library. 4

Employers should use current editions relevant to their activities and check each amendment record before claiming a new technical requirement. CoP 23.0 — Working at Height and CoP 24.0 — Lock-out/Tag-out record federal-reference updates and minor editorial changes; CoP 26.0 — Scaffolding records minor editorial changes. A printed revision date is not automatically an effective date. These examples do not establish that every 2026 CoP change is editorial. 5 6 7

The wider management-system elements should not be labelled a new “V4.1 framework”: the ADPHC Elements directory still lists them at V4.0, effective 15 July 2024. 26

CoP 49.0 contains a substantive compressed-gases update

CoP 49.0 — Compressed Gases and Air, V4.1 is an important exception to the editorial-only examples. Its amendment record identifies an updated cylinder definition, an added clause, amendments to safety and inspection provisions, and changes to clause 3.10(b) that specify the testing standards for cylinder types handled in the UAE. 8

The current text distinguishes among cylinder Types 1–4 and requires that types be approved by the relevant government authority. It also links testing requirements to the cylinder’s manufacturing standard, distinguishing EU/international standards from US DOT standards. Employers and suppliers should not assume a single testing interval applies to all cylinders. 8

This is an Abu Dhabi CoP amendment. It is separate from the federal industrial-gas facilities regulation described above, though an operation may need to review both instruments where applicable.

CoP 5.0 was replaced by the DoH occupational health standard

ADPHC now lists CoP 5.0 — Occupational Health Screening and Medical Surveillance as canceled and directs readers to the DoH replacement standard. Clause 1.2.3 of the new standard expressly replaces the former CoP. 4

The replacement makes requirements explicit for occupational health risk assessment, licensed service provision, contractor compliance before and during deployment, reasonable workplace adjustments, employee consent, and clinical record confidentiality. Its occupational appendix expressly includes construction workers and workers in confined spaces. 9

Medical record retention is based on a different standard: a minimum of 25 years from the last health procedure, subject to the DoH retention standard and longer periods required by other instruments. This is not permission to automatically delete older records. Investigation and legal proceedings still apply. 9

There is an important date distinction. ADPHC’s notice calls the replacement the “August 2026” standard, while the uploaded article reports a catalogue listing of 7 August 2026, which could not be independently confirmed in this review. The PDF itself states July 2026 as both the publication and effective dates. Cancellation does not remove employers’ screening and surveillance duties, nor does it establish a blanket requirement to immediately retest every employee. 4 27

Qudorat registration is a separate professional-competency update

ADPHC’s Mechanisms directory lists Mechanism 7.0 — Practitioner and Service Provider Registration, V4.0, effective April 7, 2026, along with related criteria for General Practitioner, Senior Practitioner, and Auditor in Mechanisms 7.1–7.3. This pertains to occupational safety professional registration, not to the medical examinations under the DoH standard. 10

NEBOSH’s July 23, 2026, announcement confirms that its General Certificates are recognized for the General Practitioner qualification requirement and its Diplomas for the Senior Practitioner qualification requirement. Qualification recognition does not automatically satisfy all experience, competency, or registration criteria. 12

Official references: ADPHC Mechanisms directory and registration criteria and Mechanism 7.0 PDF. NEBOSH’s qualification-recognition announcement provides supporting context, not a substitute for ADPHC’s criteria.

Dubai: construction safety, building safety and Trakhees

Dubai approved a construction-safety guide in 2026

Administrative Resolution No. 112 of 2026 approves the Safety Guide for Construction Works in Dubai. It was issued on 11 June 2026 and takes effect on 23 June 2026, the date of its publication in the Official Gazette. It implements the construction-safety framework established by Decree No. 19 of 2025; the enabling decree itself is not a 2026 enactment. 14 28

The officially published guide covers construction safety management, risk assessment, training, PPE, competent personnel, occupational health, fire, scaffolds, excavation, demolition, electrical hazards, isolation, chemicals, confined spaces, transport, lifting, and emergencies. Contractors and engineering consultancies should use it as the current approved reference rather than relying solely on an older construction-safety manual. Individual provisions should not be labeled as newly added without comparing them to the previous text. 13 15

The decree covers construction work across Dubai, including special development zones and free zones. The competent construction authority remains important: emirate-wide coverage does not mean every zone uses identical Dubai Municipality approval processes. The decree links the Safety Code’s enforceability to official publication; the sources reviewed do not identify the guide’s exact publication date on the website. 15

Public safety and building conditions are different from worker OSH codes

Dubai Law No. 2 of 2026 — Concerning Public Safety took effect on 1 June 2026. It sets requirements for covered public places, venues, and buildings regarding risk assessment, permits, emergency arrangements, incident notification, maintenance, and public-safety supervision. It provides covered people with up to two years from the date of commencement to comply, subject to a possible extension. 16

Article 3(b) excludes industrial, professional, and craft establishments and buildings. It separately excludes buildings under construction, except for parts or facilities to which the public is permitted access or through which the public is permitted to pass. Other exclusions include airports, specified security and maritime facilities, and transport. It should not be described as a general construction-worker or industrial workplace CoP. 16

Dubai Law No. 3 of 2026 — Concerning the Quality and Safety of Buildings — took effect on 11 May 2026. Article 9 requires a Quality and Safety Certificate twenty years after a building’s Completion Certificate and also addresses maintenance and rectification for younger buildings. Owners, management entities, engineering firms, and contractors should review the applicable assessment, reporting, rectification, and certification duties. Covered parties have one year from the date of commencement to comply, potentially extendable by the same period. 17

Trakhees industrial operations have a revised OHS regulation

PCFC/Trakhees’ Regulation IO-4.0 — Occupational Health and Safety records, Revision 02, June 2026. It covers employer and occupier responsibilities for safe conditions, PPE, risk assessment, training, records, and preventing workplace injury, disease, and fire. 18

The document does not include a day-specific effective date or a change log identifying newly introduced duties. Its scope covers industrial operations within Trakhees' jurisdiction, which may not apply to every workplace or free zone in Dubai. Relevant businesses should review their license, site authority, and current regulations before assuming applicability. 18

Ras Al Khaimah: municipal building rules and RAKEZ enforcement

Municipality Resolution No. 7 of 2026 updates building requirements

Ras Al Khaimah Municipality’s Resolution No. 7 of 2026 — Building Conditions and Specifications Regulations is published on its SANAD portal. The reviewed entry was published or updated on 4 June 2026. The regulation takes effect upon issuance, but the accessible English text does not disclose the exact date of issuance. The portal date should therefore not be treated as a confirmed commencement date. 19

The regulation addresses matters relevant to owners, developers, consultants, and contractors, including labor accommodations, industrial facilities, fire and life safety, health and environmental conditions, first-aid or health-isolation facilities, and excavation or shoring. It is a municipal building and construction instrument, not a standalone general workplace-OSH CoP. Its interaction with RAKEZ permit conditions should be verified rather than assumed. 19

RAKEZ published a construction violation code

The RAKEZ Construction Violation Code for Contractors and Consultants, Issue No. 01, is dated 27 August 2026. It outlines enforcement consequences for construction non-compliance, including monetary penalties and, for listed cases, suspension of activities or projects. A separate effective date is not stated in the reviewed PDF. 20

The schedule covers matters such as work at height, scaffolds, excavation, confined spaces, approvals, induction, welfare, PPE, emergency arrangements, equipment certification, and operator competence. It references the existing RAKEZ construction HS&E regulation: a new enforcement schedule does not establish that every underlying technical duty first arose in 2026. Its scope is construction contractors and consultants operating within the RAKEZ jurisdiction. 20

Sharjah, Ajman, Umm Al Quwain and Fujairah: where to check

The targeted public-source review did not verify any new 2026 emirate-specific OSH or construction CoP revisions for these four emirates. That is a limitation of the public evidence reviewed—not a finding that no legal changes occurred, that no private circulars were issued, or that employers have no duties.

Sharjah: the existing Sharjah Occupational Safety and Health System (OSHJ), overseen by the Sharjah Prevention and Safety Authority, has its own mandatory CoPs and classification-based requirements. Start with the official OSHJ General Guideline and confirm the entity’s classification and current applicable documents with SPSA. Abu Dhabi’s CoPs are not automatically Sharjah requirements. 22

Ajman: check Ajman Municipality and Planning Department requirements for the operation and its permits. Its Environmental Compliance Certificate service is an official reference route, but the service page’s 2026 update date is not evidence of a newly enacted safety regulation. Free-zone requirements need a separate check. 23

Umm Al Quwain: municipal building conditions and UAQ Free Trade Zone requirements must be distinguished. The official UAQFTZ Rules and Regulations require compliance with the HSEQ Manual as amended. Their publicly available edition is dated March 2015; employers should request any later applicable manual amendments or tenant circulars from the authority rather than assume that the public PDF is the complete current record. 24

Fujairah: the Municipality’s Building Section reference page lists the Building Code Safety Guidelines 2023. A generic 2026 website-modification date does not prove those guidelines were revised in 2026. Projects and free-zone operations should confirm any additional applicable instructions with their permitting authority. 25

How to use the reference material correctly

For each operation, first identify the emirate, free zone, sector and competent regulator. Then check the legal instrument, current technical document, and any directly issued permit or implementation conditions.

When opening a reference, use this short checklist:

  1. Check the document’s own version and dates. A website update or a filename is not necessarily a revision or effective date.
  2. Read the scope and exclusions. Do not apply an industrial-gas, public-venue or free-zone rule to every employer without checking its reach.
  3. Read the amendment record. Distinguish new technical duties from editorial corrections and updated references.
  4. Check transition provisions. An extension that an authority may grant is not an extension already granted.
  5. Keep the evidence with the legal register. Record the source, version, applicable duties and the person responsible for implementing them.

This article is a targeted guide to verified 2026 updates, current to 28 October 2026, not an exhaustive UAE legal audit. Official texts, the controlling Arabic wording where applicable, regulator directions and site-specific requirements take precedence.
