Temporary Electrical Supply & RCD Requirements on UAE Construction Sites

What DoE EWR 2020, ADOSH-SF CoP 15.0, Dubai Building Code 2021, BS 4363 and BS EN 61439-4 actually require for site DBs, generators, RCDs, earthing and cabling — plus the inspection intervals that survive an authority audit.

Temporary electrical supply is the single most under-inspected system on a UAE construction site. It is installed early, extended informally by every trade that needs a socket, and rarely re-verified after the first energisation certificate. Almost every serious site electrocution and site-office fire investigated in the UAE traces back to the same handful of defects: a missing or untested RCD, an unbonded generator, damaged trailing cable, or a distribution board that no longer matches the drawing it was certified against.

This guide sets out what the applicable UAE requirements mean in practice for temporary power — from the incoming supply or generator, through distribution boards and RCD protection, to cabling, earthing and the welfare and site-office loads that are usually forgotten. Which rules apply, and where

There is no single UAE electrical code for construction. The obligations stack: a federal/emirate authority requirement, a utility or regulator technical rule, and a designated design standard referenced in your contract.

  • Abu Dhabi — DoE Electricity Wiring Regulations (EWR) 2020 for installation and inspection requirements; ADOSH-SF Code of Practice 15.0 (Electrical Safety) for site control measures, competency and LOTO.
  • Dubai — Dubai Building Code 2021 plus DEWA regulations for supply, metering and temporary connections; Trakhees or the relevant free-zone authority where the site sits in their jurisdiction.
  • Sharjah, Ajman, Umm Al Quwain, RAK, Fujairah — SEWA / FEWA / EtihadWE supply rules with municipality HSE oversight.
  • Design standards referenced almost universally in UAE contracts: IEC 60364 (low-voltage installations), BS 7671 as a design reference, BS 4363 (temporary construction supplies), BS EN 61439-4 (assemblies for construction sites, the 'ACS' rating), and IEC 60309 for industrial plugs and sockets.

Where two apply, meet the stricter. Authorities will accept a higher standard; they will not accept a lower one because the contract was silent.

RCD requirements: the numbers that matter

Residual current devices are the primary protection against electrocution on a construction site, because the fault paths — wet ground, damp formwork, steel reinforcement, tool casings — bypass everything else.

  • 30 mA RCD protection for every socket-outlet circuit up to 32 A used by hand tools, task lighting or temporary appliances. This is the additional-protection threshold in IEC 60364/BS 7671 and it is what inspectors look for first.
  • 30 mA protection for all portable and hand-held equipment, regardless of how it is fed — including extension leads run from a site office.
  • 100–300 mA time-delayed RCDs upstream for distribution and fixed-equipment circuits, selected to discriminate with the 30 mA devices downstream so a tool fault does not black out the whole board.
  • Type A (or Type B where inverters, VSDs and battery chargers are present) — Type AC devices will not reliably trip on the DC-component leakage produced by modern tools, chargers and welding inverters.
  • Disconnection time: an RCD must trip within 40 ms at 5×I∆n and within 300 ms at rated residual current. Record the measured times, not just 'pass'.
  • Reduced low-voltage 110 V centre-tapped-earth supply (55 V to earth) remains the best practice for hand tools in wet or confined conditions and is required by many UAE client HSE specifications.

RCD testing intervals

  • Monthly (minimum) — press the integral test button on every RCD, log it, and record the board reference and the tester's name. Many UAE clients require weekly on active work fronts.
  • Quarterly — instrument test with a calibrated RCD tester at I∆n and 5×I∆n, recording trip times in milliseconds.
  • After any trip of unknown cause, after any board relocation, and after any storm, flooding or vehicle impact.
  • Never bypass, link out or replace an RCD with a plain MCB because it 'keeps tripping'. Nuisance tripping is a fault indication — usually cumulative cable insulation leakage — not a device defect.

Distribution boards and temporary supply units

  • Site distribution assemblies should be to BS EN 61439-4 (ACS), IP44 minimum outdoors and IP65 where exposed to hose-down, dust storms or standing water.
  • Socket-outlets to IEC 60309 with the correct colour coding: 400 V red, 230 V blue, 110 V yellow, 24/50 V violet. Domestic 13 A adaptors and multi-way strips have no place outside a fitted-out office.
  • Each board needs a lockable enclosure, a clearly labelled main isolator reachable without opening the live compartment, and up-to-date circuit schedules matching the as-installed drawing.
  • 1 m clear working space in front of every board, no material storage, and no boards positioned in wet zones, vehicle routes or below scaffold catch decks.
  • Fixed to a stable support at least 300 mm above ground or on a plinth in areas that can flood; cables entering from below with proper glanding, never through an open knock-out.
  • Weekly visual inspection plus a quarterly (or client-specified) inspection and test with a signed record on or beside the board.

Generators and alternative supplies

Generators are the most common source of temporary power on UAE sites before permanent supply is energised — and the most common source of earthing errors.

  • Decide and document the earthing arrangement: a separately derived system with its own earth electrode, or a bonded arrangement to the site earth. An unbonded floating neutral makes downstream RCDs ineffective for the fault they are supposed to detect.
  • Measure and record earth electrode resistance; typically ≤ 1 Ω where specified by the authority or client and rarely accepted above 5 Ω for temporary construction supplies. Re-measure after ground works or a dry season.
  • Interlock or key-exchange any changeover between generator and utility supply so parallel operation is impossible.
  • Bund fuel storage, keep 5 m clearance from combustibles, provide a CO2 or dry-powder extinguisher at the set, and site exhausts away from welfare cabins and air intakes.
  • Never run generators inside enclosed spaces, containers or basements — carbon monoxide has killed on UAE sites during night work.
  • Battery energy storage and hybrid units need the same discipline plus a thermal-runaway response plan; treat them as a fire-risk asset, not an appliance.

Cabling, trailing leads and overhead lines

  • Use armoured or heavy-duty flexible cable (H07RN-F or better) rated for the load and the ambient temperature — UAE summer derating is real and routinely ignored.
  • Route cables at height on insulated hangers, in ducts, or under approved ramps. Cables lying across access routes, taped joints and cables run through doorways or standing water are automatic findings.
  • No cable joints in temporary installations other than by proper IP-rated connectors; no taped repairs.
  • Protect against mechanical damage where cables pass through walls, decking or scaffold, and keep them out of rebar cages and hot-work zones.
  • Overhead lines: establish and barrier exclusion zones, use goalposts and height limiters on vehicle routes, and confirm clearance distances with the utility before craning or tipping within reach.
  • Buried services: current utility drawings, CAT scanning, trial pits and a permit before any excavation. Assume live until proven dead.

Earthing, bonding and lightning

  • A documented site earthing scheme covering the incoming supply or generator, every distribution board, tower cranes, hoists, scaffolding where required, fuel tanks and site cabins.
  • Main and supplementary equipotential bonding of exposed metalwork in welfare, ablution and kitchen areas — wet zones with metal fittings are the highest-consequence shock environment on the site.
  • Earth continuity testing at initial verification and after any modification, with recorded resistance values.
  • Lightning and transient protection for tower cranes and tall temporary structures where the risk assessment or authority requires it.

Site offices, welfare and accommodation

Temporary offices and welfare areas are treated as 'not really construction' and end up with the worst electrical standards on the project. Authority inspectors know this and go there first.

  • Each cabin fed from a dedicated, labelled, RCD-protected circuit — not daisy-chained from another cabin.
  • No domestic extension strips feeding kettles, water heaters, fridges or portable AC units; fixed socket provision sized for the actual load.
  • Portable appliance testing on every appliance in the cabin, with visible in-date labels and a register.
  • Emergency lighting and clearly labelled means of isolation at the cabin entrance.
  • Water heaters, coolers and ablution equipment bonded, RCD protected and inspected — these are the most common source of shocks in labour accommodation and welfare areas.
  • Fire detection appropriate to the cabin cluster, with spacing and separation per Civil Defence requirements.

Competency, isolation and permits

  • Only authorised, competent electricians work on the temporary installation — with certification held on file and traceable to the individual, not the subcontractor.
  • A written LOTO procedure with personal locks, unique keys, danger tags and a lock box for multi-trade isolations.
  • Prove-test-prove with an approved voltage indicator before any work is treated as dead.
  • An electrical permit-to-work for any live work, panel entry, energisation or re-energisation, with the isolation point recorded and cross-referenced to the board schedule.
  • Rescue provision: insulated rescue hook, CPR-trained first aiders on shift, and emergency numbers posted at the switchroom and generator compound.

The inspection record authorities ask for

  • Initial verification certificate for the temporary installation, signed by a competent person, with schedules of test results.
  • As-installed single-line diagram kept current — a board added last month that is not on the drawing invalidates the certificate.
  • Monthly RCD push-button logs and quarterly instrument test results with trip times.
  • Earth electrode and continuity test records with measured values and dates.
  • Generator servicing, fuel storage and changeover interlock records.
  • PAT register for tools and cabin appliances.
  • Competency certificates for electricians and authorised persons, plus LOTO training records.
