EAD (Environment Agency – Abu Dhabi) has continued to tighten expectations on construction dust and PM10 in 2026, with boundary monitoring, mitigation records and community complaint response all in scope during audits.

Monitoring baseline

• Continuous PM10 monitoring at project boundary, more than one location on large sites.
• Data logged and retained for the required period, exportable on request.
• Exceedance triggers documented — what threshold, what action, who authorises.

Mitigation measures inspectors expect

• Water bowsers active on haul roads with schedule and evidence.
• Wheel wash at every vehicle exit, functional and maintained.
• Perimeter windbreak netting on the prevailing wind side.
• Sheeted trucks, no overloading, tarpaulin condition inspected.
• Stockpile management — height, orientation, sheeting where needed.

Community complaint response

Complaints from adjacent developments are a standard audit trigger. A logged complaint with same-day response, mitigation action and follow-up communication protects the project. An unanswered complaint is a compliance issue in its own right.
