UAE Civil Defence Fire Safety — 2026 Focus Areas for Contractors

UAE Civil Defence has continued to inspect active construction sites, not just completed buildings, through the first half of 2026. Three areas keep producing enforcement notices.

1. Temporary fire water supply

• Temporary hydrant coverage across the full site footprint, not just the tower core.
• Water tanker on standby for zones beyond hydrant coverage, with documented refill agreement.
• Hose reel stations at floor level as the structure rises, tested weekly.

2. Escape route maintenance

• Escape stairs clear of stored materials — this is the single most common finding.
• Escape route signage illuminated where mains lighting is not yet available.
• Muster points relocated and communicated as the site footprint changes.

3. Hot work and fire watch

• Fire watch continuing for 60 minutes minimum after hot work ends — not a 5-minute walk-around.
• Fire watch competency documented, not just a nominated worker.
• Fire extinguisher at the work location with current inspection tag.
• Combustibles cleared or protected within a 10 m radius.

Emergency drills

Civil Defence expects to see documented emergency drills at project-appropriate frequency — typically quarterly on large sites — with debrief notes and corrective actions tracked to closure. A drill without a debrief is a compliance liability, not an asset.
