Regulatory Framework

Fire safety in labour camps is an area of zero tolerance. Accommodations must strictly adhere to the UAE Fire and Life Safety Code of Practice (Civil Defense) and relevant National Fire Protection Association (NFPA) standards, particularly NFPA 101 for emergency exits. All building materials must be non-flammable and comply with Civil Defense Directorate standards. Doors must be fireproof.

Fire Detection and Suppression

Camps must be equipped with functioning, regularly tested fire detection and alarm systems, including a public announcement and fire alarm system. Fire extinguishers must be deployed according to NFPA 10 baselines — typically one extinguisher per 200 to 300 square metres of floor area. Firefighting water reservoirs, supply systems, and pumps must meet Civil Defense specifications.

Emergency Exits and Evacuation

Emergency exits must remain entirely unobstructed at all times and be clearly illuminated with emergency lighting powered by chargeable backup devices in case of power outage. Evacuation plans must be prominently displayed throughout the facility. Muster points (assembly areas) must be clearly designated, well-lit, and accessible without the need to navigate steep stairs or narrow corridors.
