Dubai's accommodation regime tightened materially with Executive Council Resolution No. 12 of 2025, which extends the accommodation obligation to establishments employing 50 or more workers earning AED 2,000 or less per month — a higher wage cap than the federal threshold. Dubai Municipality permits and inspects the accommodation itself under Administrative Resolution No. 110 of 2020 and guideline DM-HSD-GU85-LAC2; DDA and Trakhees apply their own equivalents inside their zones.

Labour accommodation operating in Dubai requires a Dubai Municipality permit. The permit is inspected before issue and re-inspected at each annual renewal against DM-HSD-GU85-LAC2.
Routine public-health inspection
Risk-tiered — typically 1–4 visits per year
Visit frequency follows the accommodation's risk grade. Clean records move an accommodation to a lighter cycle; open violations, complaints or a history of overcrowding move it to a heavier one.
Food establishment inspection (camp kitchen / canteen)
Separate cycle under the Food Code
A camp kitchen is inspected as a food establishment in its own right, on the Food Code cycle, independently of the accommodation inspection. Temperature logs and the catering licence are checked every visit.
Dubai Civil Defence fire safety inspection
Annual certification + unannounced spot checks
Detection, alarm, emergency lighting and suppression systems require annual certification by a DCD-approved contractor. Means of escape are spot-checked without notice.
Complaint-driven inspection
Within days of a substantiated complaint
Worker complaints routed through MoHRE or Dubai Municipality channels trigger a targeted visit. These are the visits that most often produce closure orders, because the complaint usually names the exact deficiency.
Mid-day break / summer campaign
Intensified 15 June – 15 September
Joint MoHRE and Dubai Municipality campaigns check cooling, ventilation, drinking water and rest provision at accommodation as well as compliance with the mid-day break on site.
DDA / Trakhees zone inspection
Per zone authority cycle
Accommodation inside DDA or Trakhees-regulated zones is inspected by that zone authority to its own EHS requirements, in addition to federal standards.
